Duties Description This position is in the Bureau of Medicaid Program Policy and Evaluation within the Division of Addiction Treatment and Recovery. Duties include, but are not limited to the following:- Assist with the management of the PICM Mailbox, a central agency mailbox for programmatic, regulatory, and Medicaid billing guidance. - Schedule and participate in meetings with other State entities including Department of Health and the Office of Mental Health.- Support the performance of Medicaid Managed Care Behavioral Health plan audits.- Assist with drafting documents, coordinating webinars and guidance materials as it relates to Medicaid, Managed Care, and other assigned duties. - Maintain and organize information into a centralized database and/or shared folder to include files and important documents as they pertain to Bureau projects. - Other relevant duties as assigned.
Minimum Qualifications NY HELPSThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.Permanent qualifications:Permanent status as an Addictions Program Specialist 1 (G-18) and interested in reassignment; OR reachable for permanent appointment on the current Civil Service eligible lists for Addictions Program Specialist 1, G-18, OR Addictions Program Specialist Trainee OR eligible for transfer under Section 70.1 of the Civil Service Law OR to be considered for appointment as an Addictions Program Specialist through NYS HELPS Program:Trainee 1: A bachelor's degree or higher. Trainee 2: A bachelor's degree and one year of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of chemical dependency.Grade 18: A bachelor's degree and two years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders.*A master's degree may substitute for one year of professional clinical or professional administrative experience. *Please include a copy of your degree with your application submission to be considered. Additional Comments Salary Range: Trainee 1: $53,764 - $68,630Trainee 2: $59,994 - $76,359Grade 18: $66,951 - $85,138 **Candidates will serve a two-year traineeship leading to an Addictions Program Specialist 1, SG-18. The salary range listed for this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.Telecommuting may be discussed as part of the interview process.The Public Service Loan Forgiveness (PSLF) Program allows public service employees to have the remaining balance on direct loans forgiven after 120 qualifying payments are made under an accepted repayment plan while working full-time for an eligible employer. New York State is an eligible employer.
