Duties Description The incumbent of this position will be responsible for various functions which support the financial operations of the Department’s environmental programs. This includes working collaboratively with various stakeholders to advance new federal grant opportunities that make critical investments to protect New York’s natural resources and environment. Duties include ensuring revenues are accounted for accurately in the Department’s financial system, performing professional accounting supporting federal grant fiscal reporting and billing, and monitoring compliance with applicable laws, rules, regulations, agency procedures, directives, and budgeting requirements. The position requires the ability to work effectively with a variety of stakeholders, including representatives of other Department program divisions and other State agencies. The incumbent must be highly organized, detail-oriented, and have the ability to prioritize.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS:For Trainee 1, you must have:Either 1. A bachelor's or higher degree in accounting, auditing, or taxation; OR 2. A bachelor’s or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses. Please attach your transcripts when applying.For Trainee 2, in addition to meeting Trainee 1 qualifications you must also have:Either 1. One year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR2. A master's or higher degree in accounting, auditing, or taxation.For the Full Performance Level you must also have:Either 1. Two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR2. A master's or higher degree in accounting, auditing, or taxation AND one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR3. A currently valid Certified Public Accountant license and registration issued by New York State.Experience NOT considered qualifying are activities restricted to teaching, bookkeeping, maintaining/auditing payroll records or accounts receivable/accounts payable, or preparing tax returns.COMPETITIVE QUALIFICATIONS:Reassignment - Currently in the title and an employee of DECor Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis. or Transfer Eligible - One year of permanent competitive service at Salary Grade 12 or higher and either: Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below; or Eligible for transfer under Section 70.1: Permanent competitive service as a Senior Accountant, Management Specialist 1, Senior Auditor, Accountant Aide, Auditor Trainee 1 & 2. For some titles you may also be required to have additional college credits in appropriate courses. Also any language parenthetic for the above titles. Additional titles which qualify can be found on the Department of Civil Service website, search "GOT-IT." 55-b/55-c Candidates must meet the open competitive minimum qualifications below and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.Open competitive minimum qualifications (provided for 55b/c candidates and 70.4 transfer eligible): A bachelor's degree including or supplemented by 24 semester credit hours in accounting and/or auditing courses.
