CHIEF OF SECTION, HUMAN RESOURCES MANAGEMENT, New York City
Org. Setting and ReportingThe position is located in the Office of the Director for Special Activities (DSA), in the Department of Operational Support (DOS). The position reports to the Director of the Division. DOS was established with a mandate to provide end-to-end operational support, advisory services, and other solutions to operational entities across the Secretariat, including departments, offices away from headquarters, field missions, and regional commissions. DSA oversees a range of specialized and crosscutting operational capacities, with a focus on direct support for operating entities faced with special circumstances and other operational planning priorities The role will work across the Division to provide cross-cutting coordination and support that integrates its operational planning, partnerships, capacity building, and improving service delivery pillars into comprehensive solutions for the complex issues and opportunities that are faced by its clients within the Secretariat, partners across the UN system, and with Regional Organizations. The position will also oversee the Divisions specialized client support and special situations capacity with a focus on expanding the use of the standing surge capacity as an operational solution. It will also oversee the coordination of key events, including the Secretary-General’s Annual Memorial Service. ResponsibilitiesWithin delegated authority, the Chief of Section will be responsible for the following. • Provides policy, operational and advisory guidance to the global Secretariat client entities, supporting strategy development and implementation of overall strategies and intra and inter-divisional policies and procedures; • Plans and oversees the management of activities undertaken by the Section; including operational planning and surge support during critical or escalated situations, ensuring timely delivery of work programmes and coordination, in liaison with other organizations of the United Nations System, donors and agencies as appropriate. • Provides advisory and operational guidance to entities in supporting staff during escalated situations/crises – including administrative and crises response support to affected staff and families. Plans and oversees programme/project development and implementation with a particular focus on working with diverse partners and clients to support cross-cutting efforts that integrate resource planning/allocation, operational planning for crisis response, institutional partnerships, the culture of efficiency and improved service delivery. A core element of this will be a data driven approach through the collection, analysis, modelling, interpretation, and communication of significant amounts of data and leveraging data analytics and visualization tools e.g. Power BI (or similar) and PowerPoint (or similar). • Lead efforts to actively strengthen the Divisions core value by exploring cross-cutting new ideas and ways of doing things, leading collaborative projects and support relationships with key partners, establishing or negotiating agreements, planning and facilitating workshops and retreats, and assisting in support major transitions and crisis response. Manages, supervises and carries out the work programme of the Section under his/her responsibility. Co-ordinates the work carried out by the Unit/Section; provides programmatic and substantive reviews of drafts prepared by others. • Advise the Director on overall planning and allocation of resources within the Division, risk management, and business continuity. Prepares inputs for the work programme of the Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery. • Carries out programmatic/administrative tasks necessary for the functioning of the Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates. • Recruits staff for Unit/Section taking due account geographical and gender balance and other institutional values. • Fosters teamwork and communication among staff in the Section and across organizational boundaries. • Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues. EducationAn advanced university degree (Master’s degree or equivalent) in business or public administration, finance, human resources, programme management, supply chain, international relations, accounting, law or related area is required. A first-level university degree in combination with 2 years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationNot available. Work ExperienceA minimum of ten years of progressively responsible experience in programme management, administration, finance, human resources, supply chain, or related operational support fields is required. Experience leading strategic, operational, and organizational planning at an executive or headquarters level to inform senior leadership decision-making is required. Experience collaborating with diverse international stakeholders, including governments, partner agencies, and donors, to lead strategic change initiatives and improve integrated operational service delivery is required. Experience managing complex budgets and resource allocations, including financial planning, working with oversight committees, and driving risk management and business continuity plans is required. Experience serving in a field-based, emergency, humanitarian, or international crisis setting in an operational support or leadership advisory role is required. Experience coordinating complex organizational transitions, restructurings, or institutional closures involving multiple external partners is required. Experience directly advising senior leadership on sensitive operational, strategic, or policy issues in an international or field context is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required. French is desirable.
