SALARY RANGE: $109,000 - $121,000

LOCATION: 2 Broadway, New York, N.Y.
HOURS OF WORK: 9:00 am - 5:30 pm (7 1/2 hours/day)

SUMMARY:
Managing all financial bidder evaluation functions for all MTA Agencies in order to create comprehensive reports documenting the financial status of bidders before a contract for goods and services is awarded. To issue an opinion to Procurement on reasonable professional assurance if a bidder can start and complete the contract from a financial standpoint with the historical financial resources presented for review.
RESPONSIBILITIES:
- Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
- For all bidder evaluations, perform a complex financial statement review, involving, but not limited to quantitative analysis, analytical review, reading and interpreting financial statement notes and audit opinions and researching financial intonation from external sources. The resulting deliverable is our professional opinion whether or not a bidder can perform financially on a specific contract. Provide risk alternatives to procurement for a vendor to obtain.
- Monthly, review every capital payment for NYS Prompt Payment compliance and determine if prompt payment interest is due for delinquent payment(s). The payment of interest on late capital payments is mandated by NYS Prompt payment Legislation. The reports generated also monitor if capital payments are being paid timely.
- Oversee and monitor all Letters of Credit (LOC) Issued for Capital Projects including MTA Real estate easements issued to third parties. This includes reviewing adequate coverage, proper chain of custody and expiration dates. This function is critical especially for bus and train car purchases which in many cases is in the hundreds of millions of dollars. Payments by the MTA are progress payments whereby the final product may take substantial amount of time to build.

- Must have knowledge of complex financial statement interpretation.
- Must have knowledge of foreign general accepted accounting principles.
- Excellent communication and interpersonal skills.
- Excellent organizational and presentation skills.
- Demonstrated ability to work with all internal levels within the organization.
- Demonstrated ability to communicate and interact well with external agencies. External agencies may include the Governor's Office for New York State, New York City government, elected and other public officials, the Inspector General's Office as well as any staff located at other federal or state agencies or authorities.
- Demonstrated ability to work in a high profile, high pressure environment effectively.
- Demonstrated ability to communicate effectively with key internal and/or external stakeholders.
- Must have strong managerial skills to effectively direct professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.
- Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.
- Demonstrated analytical capabilities and quantitative skills.
- Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook
EDUCATION AND EXPERIENCE:
REQUIRED:
- Bachelor's degree in Accounting, Finance or a related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.
- Minimum 7years related experience.
- Demonstrated supervisory and/or leadership abilities.
PREFERRED:
- Master's degree in a related field.
- At least 3 years in a managerial and/or leadership role.
- Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.
- Attainment of or in the process of attaining CPA license.
- Familiarity with the MTA's policies and procedures.
