Duties Description New York State Psychiatric Institute is recruiting a Human Resources Specialist 1 to performance a variety Human Resources functions including recruitment, employee benefits, health and safety, and labor relations. Candidates from outside or within State Service can apply.As a Human Resources Specialist 1, you will work in New York State Psychiatric Institute Human Resource Office and your duties will include: - Preparing employment transactions in accordance with Civil Service Law- Reviewing and preparing requests for new positions, reclassifications, and increases in minimum hiring rates- Developing recruitment strategies- Corresponding with potential applicants about job opportunities- Counseling employees as needed- Overseeing the administration of time and attendance rules

Appointment from this eligible list would be as a Human Resources Specialist Trainee 1 and to be advanced to the full performance level, Human Resources Specialist 1, you must successfully complete a 2-year traineeship.ORCandidates within State Service can be considered for a competitive class appointment if they are reachable on the Public Administration Traineeship Transition (PATT) eligible list. Appointment from this eligible list would be as a Human Resources Specialist Trainee 1 and to be advanced to the full performance level, Human Resources Specialist 1, you must successfully complete a 2-year traineeship.ORCandidates within State Service can be considered for a competitive class appointment if they have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 70.1 of the Civil Service Law.
