Center Liaison Coach

This position supports the activities related to daycare licensing, day-to-day operations, and coaching of education staff for the RECAP Head Start program. The role is responsible for core functions as listed below and performs additional tasks as needed.

Essential Job Responsibilities
Program Planning and Service System Design
Participate in team meetings, home visits, and community events as needed
Oversee implementation of policies regarding volunteers and visitors to protect the health, safety, and welfare of children in care
Advise families of center policies, scheduling, routine changes, new policies, and discuss concerns with parents as they occur
Monitor compliance of HSPPS, NYS OCFS Daycare Regulations, and CACFP guidelines
Establish appropriate coverage for planned and unplanned staff absences
Maintain master binder system for areas of responsibility
Data and Evaluation
Utilize appropriate databases to document progress toward program goals, compliance with standards, and effectiveness of the Practice-Based Coaching approach
Review and confirm data in TS GOLD for each checkpoint
Ensure confidentiality of child, family, and staff personally identifying information
Fiscal Management
Ensure in-kind from parents and others are recorded as the non-federal share requirement
Request and procure supplies as appropriate, utilizing Fund EZ
Facilities and Learning Environments
Conduct monthly inspections of the premises to observe possible fire or safety hazards; any hazard must be corrected immediately
Maintain licensing, occupancy, and inspection documents
Ensure documentation from NY Health Department showing the facility has been inspected and approved within 12 months
Ensure documentation that the fire alarm and suppression systems have been inspected and maintained
Ensure range hood cleaning is completed every 6 months
Ensure documentation from NYS Department of Labor or an insurance inspector that boilers have been inspected and approved
Ensure a copy of the evacuation plan is on site
Ensure all health and safety postings are up to date
Ensure a healthcare plan is on site
In collaboration with the Education Manager, supervise curriculum implementation to ensure teachers implement curriculum and assessment with fidelity, provide appropriate and responsive environments, and maintain high-quality teacher-child interactions
Complete at least two CLASS observations per classroom per program year
Transportation (Where Available)
Review transportation logs and videos monthly to verify the transportation contractor fulfills obligations
Ensure all center staff receive training on transportation duties
Establish a system to maintain ratios when transportation staff are absent
Coordinate fixed routes with transportation contractor and ensure up-to-date records are maintained
Technology and Information Systems
Maintain an Administrative account with the Aspire registry and monitor staff training entries
Maintain family and child records through appropriate data systems
Obtain and analyze data for ongoing assessment and continuous improvement of program, school readiness, and staff professional development goals
Training and Professional Development
Ensure all staff have 30 hours of training per licensing period
Ensure Education Staff have 15 hours of professional development annually
Provide new staff orientation as required by NYS Daycare Regulations, HSPPS, and as requested by service area supervisors
Implement Practice-Based Coaching with fidelity
Provide intensive coaching to identified staff
Model effective practices to promote professional development of all staff
Establish and maintain coaching contracts, action planning, and professional development plans with assigned education staff
Facilitate teacher learning through positive and constructive feedback, maintaining collaborative integrity
Communication
Participate actively in team meetings and case conferences as necessary
Maintain communication lines with landlords for facility repairs and planning
Model appropriate communication for staff and families
Ensure staff communication is culturally responsive and free of bias
Maintain communication regarding coaching progress with the Education Manager, Lead Coach, and Program Director
Ongoing Monitoring and Continuous Improvement
Collect and document data on progress toward program goals
Participate in data aggregation and analysis as part of the leadership team
Collect center-level data as needed, analyze trends, and communicate findings to leadership
Human Resources
Review and approve timesheets and Personnel Activity Reports for staff
Process State Central Registry (SCR) background checks, FBI criminal history checks, and NYS OCFS fingerprint clearances for new staff, volunteers, contractors, and all staff every 5 years
Ensure staff concerns are addressed as they occur
Know and implement personnel policies and procedures, ensuring supervised staff are aware of changes
Complete performance appraisals of center staff timely
Take required disciplinary action objectively and fairly, following program policies and EEO requirements
Program Governance and Leadership
Lead with consideration for the organization’s mission and big-picture goals
Make ethical, timely, and informed decisions while engaging stakeholders and maintaining program accountability
Ensure staff understand program goals and their role in promoting positive child and family outcomes
Manage change effectively, supporting innovation and organizational improvements
Attend local, state, and regional initiatives for professional development
Promote cooperative exchange of information within leadership
Attend parent committees, policy council, and board meetings as requested
Additional Expectations
Ensure teachers and education volunteers understand regulations for preventing occupational disease and injury, including universal precautions
Attend local, state, and national initiatives related to early childhood education best practices
Communicate effectively to large groups
Develop knowledge of community resources related to education and transition
Head Start Employee Expectations

Cooperate with co-workers, providing assistance to ensure quality service to children and families
Actively participate in Head Start community, including staff meetings, mandated trainings, committee meetings, and other program-wide functions, including some evening activities
Follow overall employment standards outlined in the Personnel Policies and Procedures Manual (e.g., confidentiality, child abuse reporting, attendance, dress, customer service, safe work environment)

Familiarize self with Head Start Performance Standards and regulations
Qualifications
Bachelor’s degree in Early Childhood Education, Child Development, or related field
Experience teaching children ages 3-5 and implementing developmentally appropriate pre-school curriculum
Knowledge of Adult Learning Principles
Experience with service delivery for diverse populations, including low-income families, children with disabilities, and English-language learners
Proficiency in relevant software systems for data management and reporting
Ability to work professionally both independently and as part of a team
Strong organizational skills and ability to perform duties safely and efficiently
Able to lift up to 40 pounds occasionally
Able to tolerate daily sitting at a computer and standing to operate office equipment
Able to perform repetitive hand/wrist motions (keyboard, phone, copying)
Ability to prioritize, multi-task, problem solve, and meet deadlines
Frequent in-person, virtual, and phone contact with staff and public, often involving confidential information
Pass physical examination, background check, and fingerprinting
Able to lift children weighing 40-50 pounds in emergency situations
Strong oral and written communication skills
Current driver’s license
Computer literacy (email, word processing, internet)
Basic understanding of video equipment use
