Budget Analyst
The Budget Analyst reports to the Director of Finance and provides administrative and technical support in the areas budget formulation, execution, contracting and procurement.
SUMMARY OF DUTIES:
• Analyze and assemble data for the coordination, development, justification, and submission of CHSDM’s annual trust and federal budgets.
• Track expenditures and interpret complex regulations and procedures governing the use of private trust and federal funds.
• Review expenditures to ensure they are appropriate for the funds cited and monitor expenditures against budgets.
• Prepare trust and federal monthly reconciliation reports detailing appropriations, revenues, encumbrances, expenditures, and available balances.
• Prepare financial and administrative documents, including travel authorizations and vouchers, purchase orders, requisitions, miscellaneous receipts, cash receipt vouchers (CRVs) and inter-unit reimbursements.
• Prepare and track purchase orders, contracts, travel orders, and similar documents for obligation against approved funds, ensuring that they have the appropriate authorizations, are charged to the applicable account, and funds are available to cover the obligation.

Specialized experience Requirements:
• One year of specialized experience is defined as analyzing information for compliance with guidance, preparing cost estimates, providing technical advice to others in a financial subject matter area, and interpreting and applying laws, regulations, policies, standards, or procedures to specific financial issues.
• Knowledge of budgetary methods, practices, procedures, regulations.
• Skill in maintaining complex and accurate financial records for an organization.
• Knowledge of Microsoft Office software, including Excel and Word, with the accelerated ability to learn new financial management systems such as ERP.
• Knowledge of financial management, procurement, contracting, budgeting, and general administrative policies.
• Ability to communicate effectively.

SALARY:
$70,448 – $91,582 per year per year (Grade 9)
The Smithsonian uses the General Schedule (GS) pay scale for Federally funded positions. This is a Federally funded position at Grade 09 / Step 1 to step 10.
DUTY STATION:
• The permanent duty station is 2 East 91st Street, New York, NY 10128
