The Center for Health Equity and Community Wellness (CHECW) aims to eliminate racial and other inequities that lead to premature mortality. With a foundation in history and structural analysis, CHECW works to increase awareness of the harm caused by racist and unjust policies, advocating for redress in NYC communities most impacted. CHECW collaborates with community, faith-based, and healthcare organizations to address social determinants of health, including environmental and commercial factors, targeting both upstream and downstream influences to enhance health outcomes for New Yorkers. CHECW comprises various bureaus, including Bronx, Brooklyn, Harlem Neighborhood Health, Chronic Disease Prevention, Health Equity Capacity Building, and others. The Deputy Commissioner of this division also serves as the Agency's Chief Equity Officer, overseeing initiatives like Race to Justice, aimed at internal reform to address racial health disparities. CHECW operates under the Office of the Chief Medical Officer, which seeks to hire a Policy Manager to support the work of the CMO and Chief Equity Officer.

Reporting to the Director of Policy and collaborating with OEA and division colleagues, the Policy Manager will:

  1. Research and understand division policy priorities and the evolving policy landscape through ongoing research of relevant sources.
  2. Review relevant policy backgrounds, utilizing peer-reviewed and evidence-based publications.
  3. Maintain and update division policy trackers to monitor policy goals, reporting requirements, and legislative interests.
  4. Apply evidence-based research to develop policy products such as briefs, testimonies, articles, and memos.
  5. Coordinate with the Director of Policy to liaise with OEA on legislative requests from City, State, and Federal levels, including City Council hearings and legislative agendas.
  6. Manage legislative bill comment processes, collaborating with subject matter experts.
  7. Track legislative mandated reports by coordinating with content experts across bureaus.
  8. Develop and evaluate processes for incorporating Racial Equity Impact Assessment (REIA) tools into policy and legislative actions.
  9. Assist in creating innovative staff resources, tools, and best practices guides.
  10. Partner with colleagues to enhance capacity for applying racial equity in policy development and review.
  11. Collaborate with CMO and CHECW staff to ensure timely responses to fast-moving policy developments.
  12. Coordinate with OEA staff for relevant requests.

Minimum Qualifications

  • Master's degree in a relevant field (public health, sciences) for Level I.

For Level II and above, candidates need:

  • Doctorate with experience, or
  • Master's with extensive research experience, or
  • Equivalent education/experience with at least a master's degree and relevant experience.

Additional Requirements

  • One-year probationary period.
  • NYC residency within 90 days of appointment, with exceptions based on employment history.

Salary Range: $84,981.00 $97,728.00
