Duties Description Under the general supervision of the Division Supervisor, the Aging Services Program Analyst 2 (ASPA 2) will focus on a variety of programs and populations, including but not limited to NY Connects, Health Insurance Information, Counseling, and Assistance Program (HIICAP), the Expanded In home Services for the Elderly Program (EISEP), Elder Abuse Education and Outreach Program (EAEOP), Respite, and Social Adult Day Services. The incumbent will work with Long Term Services and Supports (LTSS) across the age spectrum, provide content support on Alzheimer's Disease and other cognitive impairments, behavioral health, and substance abuse, and other issues and projects deemed appropriate and necessary. The ASPA 2 will work on these issues as part of a team with members in the Division of Policy, Planning, Program and Outcomes and across Divisions within the agency, with other State agencies, and/or with outside entities. Duties include, but are not limited to:- Conduct policy analysis, data analysis, research, and provide training and technical assistance in program areas including but not limited to NY Connects, HIICAP, EISEP, EAEOP, Respite, Social Adult Day Services, and serving individuals with cognitive impairments, behavioral health or substance abuse issues.- Monitor state contracted entities and local programs to verify performance of contract deliverables and compliance with program standards. - Provide guidance and direction to local program staff, including Area Agencies on Aging and state contracted providers.- Assist with the tracking and flow of contracts through the Division.- Assist in the preparation, as directed by the Division Supervisor and/or Program Coordinators, of products and technical assistance documents to benefit the Area Agencies on Aging, their subcontractors and New Yorkers and their caregivers. - Work with NYSOFA staff within the Division as well as in other Divisions, other State agencies and/or outside organizations to research and analyze issues and best practices. Recommend options to achieve goals and effective outcomes. Work jointly with other NYSOFA divisions to ensure full integration of policies and programs.- Represent NYSOFA and make presentations to diverse audiences, such as the Area Agencies on Aging, community stakeholders, governmental employees and various other constituencies.- Assist with special LTSS projects and other initiatives as they arise.- Participate in both State and local LTSS reform activities and engage stakeholders through formal presentations at various forums (e.g., regional meetings, etc.).- Register, attend, and successfully complete certified on-line courses for the National Incident Management System (NIMS) as needed.- Participate in and complete training related to NYSOFA's Disaster Preparedness Plan.- Travel to emergency management disaster sites as needed to assist with disaster recovery activities and efforts. - Perform other tasks, activities, and duties as assigned.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:Required experience: Four years of human services experience, involving any one of these areas: research, policy analysis, program planning, program development, or program evaluation. Two years of this experience must have been in programs for older adults.Substitutions:*An associate degree can substitute for two years of specialized experience; a bachelor's degree can substitute for four years of experience; a master's degree can substitute for five years of experience; and a doctorate can substitute for six years of experience.Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service and eligible for transfer under Section 70.1 of the Civil Service Law. NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.

Additional Comments - Travel may be required (approximately 20%), including during evening and weekends, depending on mission and assignment. - Possession and maintenance of a valid Driver's License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job. *There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State.
