Duties Description Under the direction of a Contract Management Specialist 2, this Contract Management Specialist 1 or Trainee 1/2 within the Capital Bureau will be responsible for, but not limited to, the following job duties: - Reviews Bureau contracting/purchases for fiscal, procurement and programmatic correctness; adherence to Agency policy; compatibility with agency programs and goals, availability of funds; and appropriateness of fees.- Submits procurement documents to the Office of the State Comptroller, performs on-site and central reviews of contract implementation and performance, and monitors voucher payment process for assigned contracts and purchasing processes.- Evaluates program needs and performance; prepares or assists with preparing reports to ensure that all applicable laws, rules, and regulations are adhered to and that proposed purchases/contracts represent "best value" to New York State.- Assists with preferred source purchasing to meet Minority and Women-Owned Business Enterprises (MWBE) and Service-Disabled Veteran-Owned Businesses (SDVOB) requirements.- Completes work related to prevailing wage, certified payrolls, Program Report Codes (PRC) codes, insurance requests, and requests for quotes (RFQ's).- Performs routine administrative processes associated with contracts.- Reviews contractor performance and compliance.- Monitors contracts for contract modifications or amendments.- Develops requisitions and purchase orders.- Recommends improvements to contract management related office policies and procedures.- Ensures the availability of funds and appropriateness of rates.- Reviews Bureau budget modifications to determine the impact on programs and purchasing to ensure continued compliance with applicable regulations.- Provides feedback and training to agency staff to help develop successful and compliant requests/contracts.- Interacts and corresponds with stakeholders regarding status of applications, orders, refunds, and other bureau transactions, and associated data management.- Reviews budget modifications and contract amendments to determine the impact on the contract and to ensure compliance with regulations as applicable.- Assists with training new staff on policies and procedures.

Additional Comments Depending on each applicant's experience and/or current salary if employed by New York State already, the appointment may be made to the Contract Management Specialist Trainee 1, Contract Management Specialist Trainee 2, or the Contract Management Specialist 1 titles. Included below is a breakdown of the salary at each level of the traineeship:- Contract Management Specialist Trainee 1, SG-14: ($53,764-$68,630)- Contract Management Specialist Trainee 2, SG-16: ($59,994-$76,359)- Contract Management Specialist 1, SG-18: ($66,951-$85,138)Appointees who work in Dutchess County will receive an additional $2,000 annual mid-Hudson adjustment.For the duration of the **NY HELPS Program, this title maybe filled via a permanent, non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status.
