ORGANIZATIONAL PROFILE: The Mayor’s Office of Community Mental Health (OCMH) coordinates and develops citywide policies and strategies to fill critical gaps in mental healthcare so every New Yorker, in every neighborhood, has the support they need. OCMH was codified into the City Charter by Executive Order 68 and Local Law 155 by the City Council in December of 2021, becoming the first mayoral office dedicated to addressing the mental health of New Yorkers.

OCMH coordinates the development of citywide policies and strategies to fill critical gaps and reduce barriers in mental healthcare with a focus on underserved communities. OCMH’s priorities are rooted in equity, racial justice, and cultural responsiveness. It adopts a strength-based and community-centered approach that recognizes diverse perspectives, lived experiences, resilience, and the unique needs of New Yorkers.

OCMH’s priorities are:

- Improving Access to Mental Health Care and Equitable Distribution of Resources
- Partnering with Communities to Elevate Mental Health Promotion and Community Resilience
- Building and Supporting the Behavioral Health Workforce in NYC
- Developing a Coordinated Mental Health Crisis Response System


Overall, OCMH plays a critical role in advancing mental health services and policies in the community, and its work is instrumental in improving mental health outcomes for all New Yorkers.

JOB RESPONSIBILITIES:
The Mayor’s Office of Community Mental Health is seeking a Data Analyst that will support the development of a portfolio of critical research and evaluation projects related to the Office’s work and priorities. The Data Analyst will report to the Director of Research. The ideal candidate will be passionate about community mental health and have excellent analytic and project management skills. Additionally, the Data Analyst will have the following main responsibilities:

- Work closely with the Director, Research, along with the Mental Health Access and Strategic Initiatives teams to set priorities for collecting, managing and analyzing data
- Skillfully employ quantitative methods to perform analytical tasks such as data querying, analysis, and report generation, ensuring accuracy, timeliness, and clear presentation.
- Develop Key Performance Indicators (KPIs) to assess the impact of policies and construct informative management dashboards.
- Deliver comprehensive documentation and support to end users on relevant metrics and processes.
- Contribute to the refinement of programmatic outcome measures and support performance management and reporting when needed
- Summarize key research findings on particular issues related to the Office priority areas- scanning and summarizing (for an internal audience) the evidence for effective interventions that address the City's mental health needs
- Support in preparing materials for public reporting by the office
- Incorporate community input and feedback into OCMH data collection and evaluation efforts, to ensure they are guided by an equity perspective.

Preferred Qualifications:
- A baccalaureate degree in social science, behavioral science, health services, mental health or relevant discipline; an advanced degree is a plus,
- 2+ years of experience in the fields of public health, community mental health or a relevant field preferred
- Experience working in government a plus
- Ability to think critically and strategically, consider multiple perspective, articulate priorities, and execute plans to achieve OCMH’s strategic priorities as related to research and evidence building.
- Excellent interpersonal and coordination skills, including the ability to work as part of a highly collaborative team within the organization and build positive rapport with key stakeholders across agencies and externally
- Demonstrated cultural proficiency and experience working with communities of color in urban, underserved neighborhoods that bear a disproportionately high burden of illness and premature death

Preferred Skills:

- Strong quantitative and problem solving skills
- Excellent written and oral communication skills.
- Knowledge of a programming language like SQL, Python or R.
- Understanding of data warehouses, data lakes, and other data storage locations
- Proficiency in Microsoft PowerPoint, Excel, Power Query and Access
- Experience with data visualization tools, such as Tableau or Power BI.
- Working knowledge statistical packages (e.g. R or SPSS)
- Working knowledge of Geographic Information Systems (e.g., ArcGIS, Carto, or R) preferred.

Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
