Position Summary: The New York City Public Schools (NYCPS) serves approximately one million students across more than 1,600 schools, making it the largest school system in the nation. The Office of Policy & Evaluation (OPE) is the Department’s central hub for research, analysis, and academic policy development. Within OPE, the Office of Data Management (ODM) functions as the Department’s enterprise data and business intelligence unit.

The Data Warehouse Scientist serves as a senior technical and research leader responsible for the planning, development, and stewardship of large-scale academic data systems that support citywide, state, and federal reporting, policy analysis, and decision-making. This position leads complex applied research and data engineering initiatives centered on enterprise database environments, including the Enterprise Operational Data Store (EODS) and Enterprise Data Warehouse (EDW), ensuring data quality, reliability, performance, and analytic usability across the Department.

Under administrative direction, the Data Warehouse Scientist exercises broad independent judgment and initiative in designing data architectures, developing research-driven data solutions, and guiding technical staff in the execution of mission-critical data operations aligned with NYCPS policy and accountability requirements. Performs related work.

Key Relationships: Executive Director, Office of Data Management; Director, Data Architecture; works closely with other ODM staff and other members of the OPE team. Supports other OPE offices and NYCPS divisions, including the Office of Assessment, Office of Academic Policy & Systems, Research & Policy Support Group, Division of Information and Instructional Technology, the New York State Education Department, vendors, and other municipal and state agencies.


RESPONSIBILITIES

Research, Data Architecture & Systems Development


  • Plans, designs, and oversees applied research and data engineering activities supporting enterprise-wide academic data systems, including the EODS and EDW.
  • Leads the development and optimization of relational database structures, stored procedures, and data models to support large-scale analytical and operational workloads.
  • Designs, develops, and maintains complex SQL Server Integration Services (SSIS) packages to support high-volume data ingestion, transformation, validation, and integration across internal and external systems.
  • Conducts advanced performance tuning, query optimization, and capacity analysis to ensure scalability, reliability, and efficient use of enterprise database resources.
  • Establishes and enforces data quality, validation, and audit controls to ensure accuracy and integrity of research and reporting outputs.

Applied Research Leadership & Oversight


  • Plans and directs research-oriented data initiatives that support policy evaluation, accountability reporting, and longitudinal analysis of student and academic outcomes.
  • Selects and approves technical and analytical approaches to complex data problems, ensuring alignment with agency standards and long-term architectural strategy.
  • Reviews, evaluates, and refines methodologies and deliverables produced by project teams.
  • Translates policy and research into structured data and analytic solutions that can be operationalized at scale.

Project Coordination & Stakeholder Collaboration


  • Serves as a senior technical point of contact for internal NYCPS offices and external partners, including NYSED and other governmental entities, on matters related to academic data systems and reporting.
  • Coordinates data development efforts across multiple projects, ensuring consistency, documentation, and alignment with enterprise data governance standards.
  • Produces technical documentation, system specifications, and research support materials to facilitate knowledge transfer and continuity of operations.
  • Represents ODM in cross-agency meetings, technical working groups, and research planning sessions, as needed.

Staff Guidance & Knowledge Development


  • Provides leadership and technical guidance to database developers, data engineers, and analysts engaged in complex research and data operations.
  • Supports the professional development of technical staff through mentoring, code review, and establishment of best practices for database and ETL development.
  • Contributes to the continuous improvement of ODM workflows, standards, and toolsets.

Qualification Requirements:


Minimum


  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.



Preferred

  • Extensive experience designing, developing, and maintaining enterprise-scale relational databases, particularly Microsoft SQL Server.
  • Advanced proficiency in T-SQL, stored procedure development, indexing strategies, and performance tuning for high-volume transactional and analytical environments.
  • Demonstrated experience developing and managing SSIS ETL workflows supporting complex data integration and reporting requirements.
  • Experience supporting enterprise data warehouses and operational data stores in large, complex organizations.
  • Strong understanding of data quality management, validation frameworks, and audit controls.
  • Ability to communicate complex technical concepts clearly to non-technical stakeholders.
  • Experience working with education data, public-sector data systems, or policy-driven reporting environments is highly desirable.

Salary :

$109,565 (New Hire Rate)

$126,000 - $131,400 (Incumbent - 2 years of full-time continuous City service)


(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
