About the Role

CCST is seeking an Expert-level Systems Architect / Functional Analyst to support the Statewide Financial System (SFS) initiative in Albany, NY. This role requires deep expertise in Oracle PeopleSoft Financials 9.2 , specifically Procurement, Asset Lifecycle Management, and eSettlements.

You will serve as a senior functional lead, guiding business analysis, requirements definition, testing strategy, and solution design across complex financial modules. This is a long-term engagement (30 months) with a hybrid onsite requirement (50%).

What You’ll Do

• Prepare detailed software requirements and functional specifications
• Define system architecture components and interactions
• Write and execute test scripts
• Perform medium-to-complex SQL queries to retrieve and analyze data
• Support procurement and asset lifecycle business processes
• Liaise between business users and technical development teams
• Present analysis, recommendations, and solution options to management
• Participate in special projects as assigned

Must-Have Qualifications

• 84+ months performing business analysis activities:
• Functional analysis and design
• Business process definition
• Requirements management
• Writing and executing test scripts
• 72+ months performing software analysis in PeopleSoft 9.2 Financials ERP
• Must include detailed module experience
• PeopleSoft HCM or Campus Solutions experience does NOT qualify
• 60+ months as a functional analyst supporting:
• PeopleSoft Financials Procurement
• Asset Lifecycle Management (ALM)
• eProcurement
• Purchasing
• Integration between Procurement and ALM modules (Assets, Inventory, Maintenance Management)
• Client ALM or non-Financials experience does NOT qualify
• 60+ months supporting PeopleSoft Financials eSettlements module
• Accounts Payable experience alone does NOT qualify
• Strong SQL skills (medium to complex query development)
• Ability to work onsite in Albany, NY (50%)

Nice-to-Haves

• Prior experience supporting large public-sector ERP implementations
• Experience supporting statewide financial systems
• Experience presenting architecture solutions to executive stakeholders
