Summary

Performs intermediate technical work enforcing local and state laws and ordinances regulating the keeping, control and protection of animals within the county, and related work as apparent or assigned. Work is performed under the moderate supervision of the Animal Services Field Supervisor. The normal work schedule includes 8-5 Mon-Fri, with scheduled rotating evenings, weekends, holidays, and on call.

Essential Functions

Enforces NC rabies control laws.

Responds to citizen-generated calls for service.

Educates and enforces NC State Law and Cleveland County Code of Ordinances pertaining to animal control.

Handles and impounds animals subject to mistreatment, abandonment, dangerous, unattended or as part of an investigation.

Experience & Education

High school diploma or GED and 1-3 years' experience and at least one year experience in work involving the care of animals, law or code enforcement work, or equivalent combination of education and experience.

Knowledge, Skills And Abilities

General knowledge of the laws, ordinances, and regulations governing the control of animals and the protection of livestock and fowl; general knowledge of the geography of the county; general knowledge of the control and handling of dogs and other animals; general knowledge of constitutional law; general knowledge of courtroom processes and testimony; general knowledge of investigative techniques; general knowledge of search and seizure process; general knowledge of relevant FEMA Incident Command and NIMS modules; general knowledge of civil process related to summary ejectments; general knowledge of elements of criminal law; ability to solve problems within scope of responsibility; ability to recognize rabies symptoms and some knowledge of the methods and procedures to be followed; ability to deal tactfully with the public; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with associates and the general public. Ability to conduct self in a professional manner during stressful situation. Ability to use technology such as mobile phones, laptops and related equipment as well as animal management software.

Work Environment/Physical Requirements

This work requires the regular exertion of up to 25 pounds of force, frequent exertion of up to 50 pounds of force and occasional exertion of over 100 pounds of force; work regularly requires standing, walking, sitting, speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms, pushing or pulling and lifting, frequently requires stooping, kneeling, crouching or crawling and occasionally requires climbing or balancing, tasting or smelling and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions, frequently requires exposure to wet, humid conditions (non-weather) and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment and occasionally requires working near moving mechanical parts, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals and exposure to the risk of electrical shock; work is generally in a moderately noisy location (e.g. business office, light traffic).

License & Certifications

Certified Euthanasia Technician (North Carolina Dept. of Ag.) within 6 months of hire

Certified Rabies Vaccinator (North Carolina Dept. of Ag.) within 6 months of hire

Fear Free Certification obtained within 6 months of hire

Valid driver's license and insurable driver's record

No take home County vehicle (County vehicle available to use during on call times)

Work Location:

This role must work from the location identified at the time of hire with work travel required as needed. Any change of work location, even on a short-term or interim basis, must be reviewed by the Supervisor and HR for approval.
