Job Description

Paramint LLC is seeking an experienced Tech Refresh Project Manager to support public safety mission-critical technology modernization and radio infrastructure refresh initiatives. This role will coordinate infrastructure upgrades, audit and compliance functions, and enterprise planning activities associated with Land Mobile Radio (LMR), NG911 dispatch systems, and related interoperability platforms.

The Project Manager will liaise with audit stakeholders, manage PMO functions, oversee blended teams of consultants and staff, manage radio infrastructure contractors/vendors, and ensure successful execution of modernization activities across complex technical and operational environments.

This position requires deep domain knowledge in LMR environments, PSAP operations, public safety communications, and NG911 dispatch technologies.

Key Responsibilities

Project & Program Management

• Manage planning and execution of Radio Infrastructure Tech Refresh projects
• Manage project budgets, resources, schedules, and PMO compliance
• Conduct risk/issue management, mitigation planning, and reporting
• Develop and maintain project artifacts including:
• Charters, scope statements
• Schedules and estimates
• RFPs and vendor documentation
• Status reporting, communications, and dashboards
• Risk and issues logs

Audit, Compliance & Vendor Coordination

• Serve as point of contact for internal/external IT audit teams
• Fulfill audit documentation requests and remediation planning
• Manage vendor relationships, blended teams, and technical contractors
• Support RFP development, vendor selection, and contract support activities

Technical & Operational Oversight

• Support design and deployment of LMR, NG911, dispatch, and interoperability systems
• Coordinate with enterprise architects, infrastructure teams, and cybersecurity teams
• Ensure adherence to PMO methodology, PMBOK principles, and OTI public safety frameworks
• Oversee system lifecycle activities including:
• Design
• Testing
• Implementation
• Transition & knowledge transfer
• Close-out

Stakeholder Engagement

• Work directly with senior executives, internal stakeholders, and external agencies
• Support special initiatives, major upgrades, and multi-agency coordination efforts

Required Qualifications (Mandatory)

Candidates without the mandatory qualifications will not be considered.

• 12+ years experience in Land Mobile Radio (LMR) communication system environments
• 10+ years experience working in a PSAP 911 dispatch environment
• Experience with government LMR communications & NG911 dispatch systems related to multi-agency interoperability
• Demonstrated experience as a Project/Program Manager delivering key outcomes for internal & external stakeholders
• Knowledge of emerging LMR/LTE technologies and public safety radio systems in VHF, UHF, 150 MHz, 700 MHz, 800 MHz bands
• Knowledge of emerging NG911 dispatch technologies and logging/recording platforms
• Knowledge of government procurement processes, contracting, and acquisition support
• Proficient with Microsoft Office Suite
• Excellent written and verbal communication skills
• Experience managing LMR systems on behalf of federal, state, or local governments
• Experience overseeing design, integration, and implementation of 9-1-1 radio technologies
• Experience collaborating with enterprise architects, PMs, infrastructure leads, and cybersecurity teams
• Ability to manage PMO functions including change requests, deliverables, schedules, and reporting

Work Model & Notes

• Monday–Friday, 35 hours/week (mandatory unpaid meal break after 6 hours)
• Overtime requires prior approval
• Background check may be required
