Duties Description The New York State Education Department's Office of Education Policy is seeking candidates for the position of Education Program Manager 1 (M-4) within its Office of Innovation and School Reform (OISR). OISR is dedicated to promoting and overseeing continuous improvement and reforms aimed at improving the quality of education across New York State. Its primary purpose is to support the design, implementation, and progress monitoring of improvement plans that drive systemic change in public education, with a focus on ensuring that all students, especially those in historically underserved communities, have access to high-quality learning experiences. The duties of this position include, but are not limited to, the following: - Maintain and continuously improve the day-to-day operations of OISR including but not limited to supervision of staff;- Represent the Assistant Commissioner and other SED leaders at meetings with internal and external stakeholders regarding Receivership and State Monitor Programming as well as respond to high-level inquiries from the field;- Collaborate with directors of other SED program offices to ensure consistent processes, policies, and procedures are developed and implemented;- Cultivate and maintain productive relationships with external partners, including school districts, educational organizations, national partners and advocacy groups. Engage with these groups to gather feedback, build common understanding, and leverage resources for the success of school reform efforts;- Manage the State Monitor Program, which involves a case management approach to include monitoring academic and fiscal goals and recommendations; regularly collaborate with state monitors, provide feedback, and guide adjustments as needed to ensure schools meet academic and fiscal improvement goals;- Provide direct oversight and support for schools under Receivership, working closely with appointed receivers and school leadership to ensure that turnaround efforts are aligned with state mandates; - Track the implementation of improvement plans, identify potential challenges, and provide targeted support to help schools meet Demonstrable Improvement Indicator targets; and - Ensure that all state-mandated programs, including the State Monitor and Receivership programs, are compliant with regulatory requirements and are meeting performance targets; Prepare regular reports and presentations for senior leadership, external partners, and other stakeholders to share progress, challenges, and successes

Minimum Qualifications MINIMUM QUALIFICATIONS: Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Program Manager 1.Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a qualifying title allocated to salary grade M-3 or higher eligible to transfer under Section 52.6 of the Civil Service Law. Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment or a temporary provisional appointment. Provisional candidates must take the examination for Education Program Manager 1 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees' negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 50% in-state/Statewide travel. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding. This position leads to a maximum salary of $160,911 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
