The Bureau of Alcohol and Drug Use Prevention, Care, and Treatment (BADUPCT) works to close gaps and reduce overall morbidity and mortality related to alcohol and substance use among New Yorkers. BADUPCT develops, implements, and evaluates interventions and prevention strategies through contracting of treatment, recovery and support services; policy analysis and development; epidemiology and surveillance; dissemination of treatment and management guidelines; harm reduction initiatives; public and provider outreach and education; and community involvement and interagency collaboration. The Bureau amplifies the voices of those most impacted and focuses on inequitable structural, social, service, and communication factors that drive disparities.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
- Provide technical assistance (TA) to provider agencies on embedding Recovery Oriented Systems of Care (ROSC) and person-centered programming within their agencies. Provide TA to providers on various policy transitions impacting the field.
- Conduct performance reviews of and site visits to contracted programs to determine areas needing attention or that present opportunities for service and process improvement.
- Monitor assigned programs and identify program issues. Develop action plans in collaboration with the provider agency, the Bureau's Operations Unit, and NYS Office of Addiction Services and Supports (OASAS) Regional Office (where appropriate).
- Utilize the NYS OASAS data systems to monitor DOHMH performance thresholds including: OASAS performance indicators, program audits, and management plans.
- Provide support to Bureau initiatives and special projects from a programmatic perspective.
- Participate in intra-Bureau and inter-Bureau workgroups from a programmatic perspective including enhancing cross-collaboration with other Bureau offices/units and with staff from other bureaus within the Division of Mental Hygiene.
- Liaise with assigned Borough Council, Regional Network or other community group including developing and disseminating resources and providing community presentations, as needed.
- Conduct NYS OASAS prior-consultations and certification application reviews on behalf of NYC Department of Health and Mental Hygiene (DOHMH) as the Local Government Unit (LGU) and while advancing the LGU's best practice goals for applicants of new programs, program expansions, relocations, change of ownership, and capital projects.
- Increase awareness for self and advance and promote equity amongst all internal and external stakeholders about how health equity, race, gender, and social determinants of health impact substance misuse.
- Support the ongoing efforts of NYC DOHMH during and beyond the COVID-19 pandemic.
- Other duties or tasks may be assigned on an as-needed basis.
- Knowledge of and experience with New York City's substance use service system and the broader continuum of care, knowledge of public policies pertaining to substance use and government agencies' (city and state) roles in supporting substance misuse prevention, care, and treatment.
- Experience in contract management.
- Excellent communication, verbal and written skills including public speaking.
- Ability both to understand and explain quantitative and qualitative data.
- Strong time management skills, detail-oriented, and proficiency in Microsoft Office.

SPEC CONSULTANT (MHSS) (AL 2) - 5100C
Minimum Qualifications
A baccalaureate degree from an accredited college or university, and either:
1. A Master's degree in Social Work from an accredited school of social work, or 60 graduate semester credits from an accredited university in social work, psychology, health, rehabilitation, public health, psychiatric nursing or special education; plus one year of full-time, satisfactory experience providing direct care in a social, psychiatric, health, developmental/intellectual disabilities or substance use disorder agency or in the administration of a program providing direct care as described above, or as a consultant on program planning or evaluation for such
services; or
2. A Master's degree of at least 30 graduate semester credits from an accredited university in psychology, sociology, anthropology, public health, special
education, psychiatric nursing, counseling, human services, health, rehabilitation, public administration, or business administration; plus two years of experience as
described in "1" above; or
3. A satisfactory combination of education and/or experience. Candidates without either a Master's degree as described in "1" or "2" above or at least 60 graduate
semester credits in the areas listed in "1" above, must have at least:
a) a baccalaureate degree from an accredited college and one year of actual experience as described in "1" above; plus
b) a satisfactory combination of: (i) graduate semester credits in the areas listed in "1" and "2" above; and/or (ii) additional experience as described in "1" above, to equal 60 graduate semester credits or 2 years of experience.
Graduate semester credits from an accredited university may be substituted for the experience in qualification "3 b)" only, on the basis of 30 graduate semester credits for
each year of experience. Experience may be substituted for graduate semester credits in qualification "3 b)" only, on the basis of one year of experience for each 30 graduate
semester credits.
NOTE: For assignment to Assignment Level II, in addition to meeting the above qualification requirements, all candidates must have one additional year of
experience as described in "1" above.
