Medicaid Redesign Analyst 1 / Trainee (NY HELPS) - 99372
The duties that the incumbent of the vacancy will be expected to perform. Duties Description This incumbent will function as a financial analyst within the Bureau of Global Cap and Supplemental Programs within OHIP’s Division of Finance and Rate Setting (DFRS) in the tracking, analyzing, and forecasting of the Medicaid Global Cap. Specifically, this analyst position will focus on the Managed Care portfolio within the Medicaid Global Cap. The Medicaid Global Cap is comprised of payments to plans and providers to cover medical services for over 7 million Medicaid recipients and spends over $100 billion gross annually.The incumbent will perform analysis to identify trends and potential efficiencies within Medicaid. The incumbent will also interact and collaborate with rate setting, fiscal management, and program staff within the Department as well as other state agencies that interact with the Medicaid program. Further, the incumbent will often be tasked with developing deliverables and occasionally presenting materials with executive staff in the Bureau. Further duties include: Establish annual Medicaid program spending targets;Track, analyze, and project program spending, offsets, and enrollment on a monthly basis;Organize Medicaid data, analyses, and policies (State, Federal, Local) for executive staff review and record keeping;Prepare State Plan Amendments (SPAs) and State Regulations;Work collaboratively with the Division of the Budget (DOB) and consultants on the Medicaid Forecast;Review, track, and process provider rate packages; andPrepare quarterly Legislative mandated Medicaid Global Cap reports.

Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent permanent, competitive, service as a Medicaid Redesign Analyst 1, SG-18; OR current NYS employee with one year or more of permanent or contingent permanent, competitive, service in a title eligible to transfer under Section 52.6 of the NYS Civil Service Law to Medicaid Redesign Analyst 1, SG-18.Non-Competitive Candidates via NY HELPS ProgramMedicaid Redesign Analyst: Six years of experience* in the administration of a public health insurance program performing one or more of the following duties: participation in the development or implementation of programs, policies, procedures, or regulations related to the delivery, reimbursement, eligibility, coverage, or payment of health care services; analyzing demographic, economic, financial, clinical usage, or clinical quality assurance data to improve the quality, availability, or efficiency of health care services; participating in the development, implementation, or oversight of health plan contracts with organizations that provide insurance coverage of health care services. Medicaid Redesign Analyst, Trainee 2: Five years of experience* in the administration of a public health insurance program performing one or more of the following duties: participation in the development or implementation of programs, policies, procedures, or regulations related to the delivery, reimbursement, eligibility, coverage, or payment of health care services; analyzing demographic, economic, financial, clinical usage, or clinical quality assurance data to improve the quality, availability, or efficiency of health care services; participating in the development, implementation, or oversight of health plan contracts with organizations that provide insurance coverage of health care services. Medicaid Redesign Analyst, Trainee 1: Four years of experience* in the administration of a public health insurance program performing one or more of the following duties: participation in the development or implementation of programs, policies, procedures, or regulations related to the delivery, reimbursement, eligibility, coverage, or payment of health care services; analyzing demographic, economic, financial, clinical usage, or clinical quality assurance data to improve the quality, availability, or efficiency of health care services; participating in the development, implementation, or oversight of health plan contracts with organizations that provide insurance coverage of health care services. *Substitution: an associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.Preferred Qualifications: Critical thinking skills, analytical skills using Microsoft Excel, ability to solve problems independently. Professional work experience should include policy, projections and trend analysis. The candidate must also have the ability to interact and collaborate with other staff with the Department of Health as well as Other State Agencies. Additional comments regarding the vacancy.
