Duties Description The Office of Mental Health (OMH) is seeking qualified candidates to a Mental Health Program Specialist 2 - G 23 position in the Bureau of Rehabilitation Services, Treatment, and Care Coordination, Adult Community Care Division. The incumbent is responsible for providing technical assistance to Mental Health Outpatient Treatment and Rehabilitative Services (MHOTRS) programs, formally known as Article 31 clinics. The incumbent will utilize knowledge and feedback from program providers to support the policy analysis, development and coordination of recommendations for the implementation of services and programs, to better meet the needs of individuals served in MHOTRS programs. This will also include support for the development and implementation of policy, program guidance, and new initiatives directed at improving access and quality of care in programs serving adults throughout New York. The incumbent will work in collaboration with the Division of Integrated Community Services for Children and Families for programs serving the lifespan. The incumbent will work in close collaboration with internal and external stakeholders to further these initiatives.Specific duties include, but are not limited to, the following:As a Program Lead, support and assist in the development of program guidance, regulation changes, program standards, and other supporting documents for Article 31 MHOTRS clinic programs, in collaboration and communication with the Division of Children/Families Services, Field Offices, MHOTRS providers, and Local Government Units, as needed. Work with community stakeholders to articulate program requirements and best practices to address population needs. Provide Technical Assistance to provider agencies (in-person, by video and phone). Attend all relevant internal and external stakeholder meetings for program development, implementation and oversight. Create webinars and implement trainings as assigned, working with all identified entities.Assist in the implementation, evaluation, and monitoring of MHOTRS programs and initiatives, utilizing evaluation data to inform opportunities for technical assistance. Gather and analyze information related to program operations, service utilization and management, fiscal and human resources, and/or clinical and quality of care statistics; identify and report problem areas, compliance issues, or gaps in services.Communicate OMH initiatives, policy directives, and guidelines to other State agencies, local government units, and mental health providers.Work collaboratively with the Division of Integrated Community Services for Children and Families, Division of Managed Care, Bureau of Inspection and Certification, Office of the Medical Director, Counsel's Office, Field Offices, state partners and other key stakeholders to develop policy and programming regarding MHOTRS programs and initiatives. Work with Unit and Bureau Director to identify priorities and work tasks. Assist in the licensing process for new programs, serving as a reviewer of applications.Facilitate and attend stakeholder workgroups or committees representing accurate and up to date information. Lead oversight of the implementation of special grant projects, including working collaboratively with other Bureaus & Divisions, collecting and organizing data and outcome information, providing technical assistance to participating providers, and assist in developing the final reports on project outcomes.Support additional projects and tasks as assigned.

Minimum Qualifications Transfer Opportunity:Candidates must have permanent status as a Mental Health Program Specialist 2 and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 23 level. Non-Competitive Minimum Qualifications Under the NY HELPS Program:A bachelor's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education AND three years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.A master's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can substitute for one year of specialized experience.
