Duties Description The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.Reporting within OCFS Dedicated Team, the Information Technology Specialist 2, SG-18, has duties that include, but are not limited to, the following:- Optimize and implement best practice standards, processes, procedures, roles, and responsibilities for Quality Assurance (QA) and Quality Control (QC).- Create and maintain comprehensive and well-organized test plans and test cases.- Prioritize and execute test cases effectively, ensuring alignment with project timelines and risk assessments.- Conduct a variety of testing activities, including functional, integration, and system testing, while supporting the coordination of performance testing.- Identify, document, and track defects within the Application Lifecycle Management (ALM) system.- Generate reports from the ALM system on defect trends, open defects, and other relevant metrics to communicate the quality status to stakeholders.- Perform thorough regression testing to ensure stability of fixes.- Provide testing assistance on Connections programs, ASAP, ICPC, CCDF, CCRS, and AIMS applications.- Support User Acceptance Testing (UAT) by supplying test data, offering guidance, and assisting users with defect reporting.

Minimum Qualifications Open Competitive: A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science.ORA bachelor's or higher-level degree in any field and one year of experience in information technology;OR60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology.ORTwo years of professional experience in information technology.Promotion: Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 1, Salary Grade (SG) 14.Transfer: Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 2 or Information Technology Specialist 2 Programming, G-18; OR in a title G-16 or above deemed administrative under Section 52.6 of the Civil Service Law.55b/c Appointment: This position is eligible for 55b/c designation and candidates are encouraged to apply.Please note:- Appointment to this position and continued employment with the agency is contingent upon obtaining and/or maintaining New York State residency within six months of hiring.- Appointment to this position is not final until all agency approvals have been granted.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
