Job Description The Procurement Unit oversees the processing of all procurements for the Fund to meet the needs of the Agency. The purchases overseen by the Unit include contracts for various goods and services and Information Technology needs, including software, hardware, maintaining and enhancing various Agency systems and special projects. The Procurement Unit is responsible for ensuring that all procurements are processed in accordance with the City’s Procurement Rules and Procedures. The Procurement Unit is seeking an experienced and detail-oriented Attorney to join our team. Under the supervision of the Agency Chief Contracting Officer, the attorney will play a key role in supporting strategic needs of the Unit, advising on all aspects of the procurement lifecycle, including contract development, contract compliance, and vendor negotiations. This position offers a unique opportunity to provide support on complex procurements that directly impact City operations and services. Duties and responsibilities include, but are not limited to, the following:- Provide guidance to the Procurement Unit on solicitation processes, contract formation, and procurement strategy;
- Draft, review, and negotiate procurement-related agreements, including but not limited to, Request for Proposals, Renewals, Negotiated Acquisitions, Sole Source, and Change Orders;
- Ensure all procurement activities comply with applicable laws, including NYC Procurement Policy Board Rules and relevant local laws;
- Review and advise on vendor quotes;
- Advise on risk mitigation, vendor responsibility determinations, and contract administration issues;
- Assist with the resolution of procurement protests, contract compliance, and audit responses;
- Collaborate with the Fund’s General Counsel, Agency Business Units and Senior Procurement Personnel;
- Partner with the Fund’s General Counsel to review and negotiate contracts and agreements, analyze legal terms and conditions, and monitor and track legal and regulatory developments impacting public procurement.
- Track legal and regulatory developments affecting public procurement;
- Perform other special projects as may be required by Unit Supervisor.
Special Note: This class of positions has a maximum two-year term. This position is a non-competitive appointment. Successful candidates are expected to continue employment as an Agency Attorney beyond the initial two-year period, contingent upon a satisfactory performance evaluation and a recommendation from their supervisor.

Salary: The hiring rate being offered for this position is contractual and non-negotiable. A successful candidate will be made an offer of $72,510. No other salary offer will be made. Additional Information NOTE: This is a full-time on-site position where you will be required to report to the office five (5) days a week for training purposes. AGENCY ATTORNEY INTERNE - 30086 Minimum Qualifications Graduation from an accredited United States law school as defined in the Rules of the New York Court of Appeals (Sections 520.3 or 520.5) or admission to the New York State Bar. Preferred Skills- Juris Doctor (J.D.) from an accredited law school and admission to the New York State Bar Association, with the ability to maintain membership in good standing throughout employment. - 2–4+ years of legal experience, ideally focused on procurement, contracts, municipal law, or administrative law. - Strong knowledge of New York City procurement rules and public contracting processes. - Demonstrated ability to manage multiple matters simultaneously and meet tight deadlines in a fast-paced environment. - Excellent legal research, writing, and verbal communication skills. - Prior experience advising or working within a New York City agency, public authority, or other government entity. - Experience handling vendor protests, compliance reviews, and related administrative proceedings is preferred.
