Job Title: Oracle Financials Technical Consultant (Part‑Time) – US Citizen or Green Card Required

Location: Albany, NY (Hybrid – Mostly Remote)

Duration: 24‑Month Contract (Part‑Time)

Client: NYS Division of Criminal Justice Services (DCJS)

Vendor: Bilqees Technology Solutions Inc. (MBE)

Bilqees Technology Solutions Inc. (BTS), a New York State–certified MBE, is seeking a Part‑Time Oracle Financials Technical Consultant to support the New York State Division of Criminal Justice Services (DCJS). This engagement focuses on maintaining and enhancing Oracle Financials integrations with NYS ITS and the Statewide Financial System (SFS), ensuring DCJS remains fully functional as statewide updates are released.

This is a long‑term, part‑time contract ideal for a senior Oracle EBS consultant who prefers flexible hours while supporting a stable NYS agency.

Responsibilities

• Provide expert‑level support for Oracle E‑Business Suite Financials
• Maintain and update integrations with NYS ITS and SFS
• Support DCJS as a bulkload agency
• Troubleshoot Oracle Financials issues and interface failures
• Implement updates required due to statewide system changes
• Collaborate with DCJS Finance, ITS, and SFS teams
• Provide documentation, testing, and technical recommendations

Required Skills

• 7+ years Oracle EBS Financials technical experience
• Strong experience with SFS integrations and ITS change cycles
• PL/SQL, Oracle Forms/Reports, Interfaces, Conversions
• Public‑sector financial systems experience preferred
• Excellent communication and troubleshooting skills

Work Authorization

US Citizen or Green Card Required

(NYS financial systems require this level of clearance.)

Work Model

Hybrid – Mostly Remote

• Work is primarily remote
• Occasional onsite meetings in Albany may be required

Hours

Part‑Time (10–20 hours per week depending on workload)

Flexible scheduling is acceptable as long as deliverables are met.

Rate

Consultant Pay Rate: $70/hr on w2
