Salary: $21.00 $23.30/hourly

Classification: Non-Exempt, full-time, thirty-five-hour (35.0) week; occasional evenings and weekends are required for meetings, workshops, conferences, and seminars

Position Summary: The Outreach Responder delivers harm reduction services in rural areas to people who use drugs, providing nonjudgmental education on safer use and overdose prevention, distributing naloxone/sterile supplies, reducing stigma, and connecting individuals to health/treatment resources through community partnerships to prevent overdoses and improve outcomes.

Minimum Qualifications

Education and Experience

High School Diploma/GED or higher, plus lived experience with the ability to authentically connect with People Who Use Drugs (PWUD), or

At least 2 years of experience in a social service or health care agency providing direct client services to diverse populations (e.g., BIPOC, LGBTQIA+, PWUD, individuals with mental health diagnoses).

Skills and Competencies

Demonstrated commitment to cultural humility and sensitivity to HIV/AIDS, chronic illness, LGBTQ/GNC, and BIPOC communities.

Strong commitment to the mission, vision, and values of ACR Health.

Effective verbal and written communication skills.

Experience in delivering stigma-free, non-judgmental, and culturally sensitive services.

Other Requirements

Valid New York State drivers license and reliable access to a vehicle with current insurance for work-related travel, training, outreach, and occasional client transport (personal vehicle ownership not required).

Primary Responsibilities

Incorporate best practices regarding confidentiality into all job duties and communications in accordance with Article 27-F, HIPAA, ACR Health policies and procedures, and other applicable regulations. Protect agency data according to confidentiality procedures and protocols. Observe and abide by the HIV Confidentiality Law and HIPAA.

Participate in enhanced outreach in rural communities alongside the Outreach Engagement Specialist and Outreach Coordinator, targeting high-risk sub-populations of PWUD to promote and facilitate harm reduction syringe exchange services, overdose prevention services, and access to MOUD resources.

Participate in strategic street outreach in rural communities to reach PWUD and BIPOC communities who experience barriers to accessing healthcare, higher rates of preventable hospitalization, and elevated risk of drug overdose.

Participate in a minimum of 24 hours annually of curriculum-based training and professional development opportunities.

Function as a culturally competent member of the Harm Reduction & Prevention Department and agency, effectively engaging with consumers within the context of their cultural beliefs, behaviors, and community needs.

Maintain confidentiality of all agency clients and other appropriate organizational components.

Work in a cooperative, collegial style with all organizational personnel and conduct oneself professionally as an agency employee and representative.

Perform other duties as assigned by the Outreach Coordinator, Program Manager/Director, Chief Program Officer, and/or Chief Executive Officer.
