Duties Description Job Title: Deputy Director of ProgramsEmployer: New York State Interest on Lawyer Account Fund Location: New York, New YorkDate Posted: October 22, 2025 Deadline: November 21, 2025About New York State Interest on Lawyer Account Fund ("IOLA Fund")Founded in 1983, with the strong support of the New York State Bar Association, the legislature created the IOLA Fund to provide additional financial support to civil legal service organizations that had been decimated by federal budget cuts. Today, the IOLA Fund helps low-income people in New York State obtain help with civil legal problems affecting their most basic needs, such as food, shelter, jobs, and access to health care. The IOLA Fund is a fiduciary fund administered by IOLA's publicly appointed Board of Trustees. The revenue is held in the custody of the State Comptroller and subject to government procurement rules. Attorney ethics and relevant IOLA rules require attorneys to deposit funds received from clients either in interest-bearing accounts for the benefit of the clients or in interest-bearing IOLA accounts. Financial institutions that elect to participate in the IOLA program are subject to certain interest and reporting requirements. The interest generated from these IOLA accounts provides the revenue for grants awarded by the IOLA Board of Trustees to non-profit civil legal services providers for the purpose of delivering civil legal services to low-income New Yorkers and for improving the administration of justice. IOLA grantees vary in size and focus, providing a myriad of legal services: direct representation, advice and counsel, pro se assistance, legal education, and referrals to low-income or otherwise disadvantaged individuals. IOLA grantees also provide legal trainings, engage in partnerships and community collaborations, and initiate impact cases that enhance the quality of life for all New Yorkers. IOLA's current five-year grant cycle awarded $561.5 million to 87 nonprofit organizations that provide legal assistance to people living across New York's 64 counties. The OpportunityIOLA Fund is seeking a skilled and collaborative Deputy Director of Programs to join its trusted and mission-driven team. Reporting to the Director of Administration and Executive Director, the Deputy Director of Programs is expected to manage major aspects of IOLA's programs, including setting grant contract terms, overseeing grantee performance and compliance, analysis of grantee program data, and other special initiatives such as the Justice Infrastructure Project. This position requires a high degree of independent judgment and professionalism in advancing IOLA's programmatic mission. The essential functions of the Director of Administration position include:- Oversee grant program RFPs, contract development, and execution - Review and qualify grant applicants within the State Financial System and Vendor Management Systems- Oversee grantee performance, reporting, and payment - Support the development of the Justice Infrastructure Project, including oversight of program activities, management of contractors, and drafting necessary reports- Prepare and/or oversee economic impact reports, annual grantee summaries, geographic data analysis, and IOLA Annual reports- Provide guidance, technical assistance, and training related to the contract and procurement process processes for grantees and IOLA staff- Oversee development of and/or updates to relevant policies and manuals for grantees and IOLA staff - Serve as System Administrator of SmartSimple, IOLA's grant management system - Supervision of 1-2 staff members, including the performance evaluation process- Perform any other duties and responsibilities that may be assigned. Minimum Qualifications Qualifications and Education Requirements- A bachelor's degree - Three to five years of experience in managing non-profit contracts, including experience in one or more of the following areas: contract negotiation, fiscal management, analysis, fiscal reporting, contract development, developing requests for proposals, contract execution, and contract monitoring- Strong communication skills with the ability to communicate in a clear and succinct manner both orally and in writing- Strong reasoning, analytical, and research capabilities- Exceptional organizational skills and attention to detail with a mature and professional style- Experience managing multiple projects with competing timelines and priorities simultaneously- Ability to supervise and manage staff effectively - Proficiency with Microsoft Office Suite- Unquestioned integrity and ethics
