Duties Description The Internal Auditor 1, SG-18 will be assigned to the Office of Audit Services and Compliance (OASC) and will report to the Auditor 2, SG- 23. The Internal Auditor 1 will be responsible to conduct internal audits of DCJS program areas and fiscal audits of grant contracts. Duties will include but not be limited to the following:- Conduct internal audits of DCJS program areas and functions. - Prepare audit plans for the grant audits and internal audits identifying the audit scope, objectives, high risk areas, and specific audit steps to be taken during fieldwork.- Perform fiscal audits of grant funded criminal justice programs to verify that state and federal funds were used consistent with the terms of the DCJS grant contract and applicable federal guidelines covering the use of funds.- Perform research on entities selected for audit (i.e., Local Government Agencies, Non-Profit Organizations, and law enforcement agencies) to determine their purpose, type of funds involved, and applicable laws, rules and regulations governing the program's operations. - Maintain current knowledge of all state and federal laws and regulations regarding the operation of the grantee under audit. - Participate in opening conferences with grantees or head of the DCJS program area to explain the audit purpose, scope, process, methodology, and reporting process and conduct audits by performing various test, reviews, reconciliations, and evaluation of accounts, claims, records, and procedures to ensure that reimbursed costs are supported by source documents. - Prepare written audit reports detailing audit findings and recommendations as well as identifying any amounts for recovery, where applicable and will document all audit work in Teammate Audit Management Software. - Discuss audit findings with grantees or head of DCJS program area under audit and participates in exit conferences. When acting as lead auditor in an audit project, the Auditor 1 will co-ordinate work of other Internal Auditors 1, Auditors 1, and Student Interns working on the project, as required. - Follow generally accepted accounting and auditing principles and standards when conducting audits. - Approximately 15% travel is required.

Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS: Internal Auditor Trainee 1, NS: You must have a bachelor's degree in accounting, actuarial science, auditing, banking, business administration, business management, community health, computer information systems, computer science, criminal justice, criminal science, criminology, cybersecurity, digital forensics, economics, finance, financial market regulations, forensics, government, homeland security, information science, information security, information technology, internal auditing, justice studies, law enforcement, management information systems, management information technology, mathematics, operations research, political science, public administration, public affairs, public health, public justice, public policy, public policy and management, quantitative analysis, research methods, statistics, or taxation. Advanced placement to the trainee 2 or journey level may be possible depending on education and experience and subject to agency approval.*Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. This information can be found at Candidates are responsible for the evaluation fee.NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.COMPETITIVE MINIMUM QUALIFICATIONS: Internal Auditor 1: Permanent service as an Internal Auditor 1, SG-18, or one year of permanent competitive or 55b/c service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law. Internal Auditor Trainee: Permanent service as an Internal Auditor Trainee or one year of permanent competitive or 55b/c service in a title eligible for transfer. Knowledge of Microsoft Word and Excel is preferred.
