Position Overview:
The New York State Office of Information Technology Services (ITS), in partnership with the Department of Environmental Conservation (DEC), is seeking an Expert Project Manager to lead the planning and implementation of multiple IT projects. This full-time position will ensure effective communication and coordination between ITS and DEC, and oversee all phases of project lifecycles to support technology modernization efforts.
Responsibilities:
- Coordinate communication between DEC and ITS across several high-priority projects
- Collaborate with business leaders and subject matter experts to define and prioritize agency needs
- Interface with ITS leadership and teams to assess and address technical limitations
- Develop comprehensive project plans covering goals, strategy, risks, staffing, and resource allocation
- Apply standardized project delivery and documentation procedures
- Schedule and manage project deliverables, milestones, and tasks
- Oversee project teams, delegate responsibilities, and ensure accountability
- Monitor progress, timelines, budgets, and expenditures
- Organize and lead stakeholder meetings, define agendas, and provide updates
- Track risks and issues and propose mitigation strategies
- Manage scope changes and their impacts, including budget considerations
- Coordinate third-party vendor activities and deliverables
- Maintain and transfer complete project and technical documentation
Qualifications:
- 7 years of project management experience leading complex, multi-deliverable projects aligned with strategic goals
- 7 years monitoring progress and ensuring on-time delivery of multiple long-term initiatives
- 7 years preparing or reviewing formal project management artifacts such as project plans, schedules, and communication strategies
- 7 years identifying and managing project risks and issues
- 7 years conducting project-related meetings and interfacing across all levels of an organization
- 7 years preparing meeting notes, status reports, and project documentation
- Bachelor’s Degree (Preferred Educational Attainment)
- Project Management Professional (PMP) Certification
