Program operations specialist
Duties Description
The Division of Program and Policy Development (DPPD) is responsible for the management, modification and development of most federal agreements and associated program and policy activities required to support OPWDD's mission of helping people with developmental disabilities live richer lives. As a member of the Division of Policy and Program Development (DPPD), Assistive Technology/Environmental Modification/Vehicle Modification (AT/EM/VM) Unit, the preferred candidate will assist in the coordination and oversight of unit operations, including workflow and mailbox management, data tracking, and support for ongoing program and policy development initiatives. The incumbent will also support quality review of applications for AT/EM/VM services and assist in interpreting waiver, Administrative Directive Memoranda (ADMs), and other guidance to respond to inquiries related to AT/EM/VM and the new AT subservice Home-Enabling Supports (HES). This position contributes to OPWDD's strategic initiatives focused on enhancing AT, EM, and VM Home and Community-Based Services (HCBS) which include the launch of HES to assist people in a way that supports their ability to live independently and meaningfully participate in their community. The incumbent will assist in implementing and sustaining process improvements and ensuring operational consistency across the program area. Duties include, but are not limited to:- Monitor and track workflow and correspondence across the AT/EM/VM and Home-Enabling Supports shared mailboxes.
- Review and log service requests received from the Developmental Disabilities Regional Offices (DDROs) for DPPD review and approval.
- Assist in interpreting program and policy guidance to support consistent responses to field and stakeholder inquiries.
- Maintain and update SharePoint files, including managing access, permissions, and file organization.
- Enter and update tracking data using Excel and prepare reports for DPPD leadership, the Department of Health (DOH), and other stakeholders as requested.
- Support implementation of the subservice Home-Enabling Supports, including mailbox management and query response.
- Assist in preparing meeting materials, agendas, and minutes for internal and external meetings.
- Conduct research on emerging assistive technologies and summarize findings for internal review.
- Participate in meetings, trainings, and workgroups as assigned and share relevant updates with the unit.
- Contribute to continuous process improvement and support adoption of new workflows and operational practices.
- Experience with workflow coordination, mailbox management, and program tracking.
- Demonstrated proficiency in Microsoft Excel, Outlook, SharePoint, OneNote, and other Microsoft Office applications.
- Experience in program operations and continuous improvement activities.
- Strong organizational, written, and verbal communication skills.
- Ability to manage multiple priorities and work collaboratively in a team environment
- Possess the minimum qualifications for this title as established by the Department of Civil Service and listed on the most recent exam announcement.

- Have a current Eligibility Letter from the NYS Department of Civil Service, and be able to provide it to the Human Resources Office upon request.
- Appointments may also be made at the Program Operations Specialist Trainee levels. Candidates hired at the entry-level title (Program Operations Specialist Trainee 1) may be advanced to the full-performance level (Program Operations Specialist 1) following satisfactory completion of two-years of service.

- If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 or 52.6 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
