Job Description:
The Department of Small Business Services is seeking a detail-oriented Human Resources Analyst to join our team. This role is responsible for analyzing HR and payroll data, maintaining accurate employee records, and preparing reports that support compliance, auditing, and business decision-making. The HR Analyst will collaborate across HR, Payroll, and Finance to ensure data integrity, streamline processes, and provide insights that strengthen organizational effectiveness. Key duties include monitoring City regulations, conducting detailed review of employee records and payroll audits, and promoting a culture of compliance and consistency.
HR Analyst duties:
- Prepare and analyze reports of employee records in City systems (such as CHRMS, PI, PMS, CityTime, NYCAPS, etc.), ensuring accuracy and compliance with City and agency policies and procedures.
- Conduct targeted HR reconciliation reviews, including but not limited to:
o Pay differentials and additions to gross payments.
o Identifying and resolving discrepancies in employee records.
o Employee longevity through the review of work histories and service records.
o Labor allocation reports
- Prepare, analyze, and distribute recurring and ad-hoc payroll reports, including reports and data validations to update internal HR and payroll databases.
- Conduct detailed review of HR data to uncover discrepancies, inefficiencies, and/or areas of risk.
- Prepare reports, summarizing findings, anomalies, and trends; present insights and recommendations to management.
- Support internal and external audits by preparing documentation, data extracts and reconciliations, responding to findings, and implementing corrective actions.
- Provide support with complex payroll and timekeeping review and processing as needed, ensuring employee data in systems are accurate, consistent, and in compliance with policies.
- Collaborate with HR, Finance, and IT teams to enhance reporting tools, processes, and automation.
- Research and respond to inquiries in a timely manner.
- Protect confidential employee and payroll data in line with policies and privacy requirements.
- Assist with special projects and assignments.

Additional Information:
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37. However, the nature of the role requires a strong in-person presence, and responsibilities may include travel around the 5 boroughs of NYC and on-site engagements as needed.

Minimum Qualifications
A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or
A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.
An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.
A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.

However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
