Job Description

The Bureau of Alcohol and Drug Use (BADU) works to reduce morbidity and mortality related to alcohol and substance use among New Yorkers through contracting and oversight of prevention, treatment, harm reduction, and recovery and support services; policy analysis and development; epidemiology, surveillance, and evaluation; development and dissemination of treatment and management guidelines; harm reduction initiatives; public and provider outreach and education; and community involvement and interagency collaboration.

The Overdose Education and Naloxone Distribution Unit (OENDU) develops and implements initiatives to reduce and prevent opioid overdose deaths in New York City. The Unit provides naloxone, fentanyl test strips, training, and technical assistance to over 311 Opioid Overdose Prevention Programs (OOPPs) across New York City. OOPPs provide community-based overdose prevention, recognition, and response education and distribute naloxone directly to community members. DOHMH has its OOPP and provides in-person and virtual overdose prevention training and naloxone via mail-based distribution. In addition, OENDU provides contract management, fiscal, technical, and programmatic support to 27 contracted OOPPs for strategic naloxone distribution and 3 contracted OOPPs for implementation and management of Public Health Vending Machines in NYC.

Position Summary: The Overdose Education Manager will be responsible for providing direction and oversite of the OENDU Training Team, with the goal of preventing overdose deaths in New York City.

Under general direction from the Assistant Director of Training Initiatives with wide latitude for independent initiative and judgment, the Overdose Education Manager will:

Job Duties and Responsibilities:

  • Research training best practices and emerging strategies to increase naloxone access and conduct research to support an equity-informed approach including information on target populations and geographic areas with the highest rates of fatal overdose.

  • Design, implement and analyze post training evaluation surveys to monitor training effectiveness in REDCap in alignment with quality improvement strategies.

  • Develop research metrics for reporting, monitoring and evaluation of training initiatives and monitor appropriate logic model metrics for evaluation to ensure widespread access to overdose prevention training and naloxone citywide, but especially in areas with highest rates/numbers of opioid overdose.

  • Analyze NDF data to evaluate training effectiveness and ensure that unit goals for equitable naloxone distribution are met.

  • Develop reports on training team initiatives utilizing post training survey and NDF data.

  • Utilize training team and NDF data to design novel training outreach strategies and coordinate Training Team activities including assignment of Training of Responders and Training of Dispensers courses to Overdose Prevention Trainers.

  • Supervise DOH Naloxone Dispensing Form (NDF) data reconciliation by Overdose Prevention Trainers to ensure timely and organized collection of participant data reports.

  • Provide supervision to Overdose Prevention Trainers who will be conducting research on training effectiveness and providing overdose education and naloxone distribution trainings.

  • Conduct Training of Responder and Training of Dispenser (naloxone and fentanyl test strips), and Training of Trainer presentations virtually, and in person as needed.

  • Participate in OEND Unit meetings, including facilitation on a rotating basis and represent OENDU in intra-Bureau and Divisional workgroups and meetings.

  • Participate in agency-wide activities for advancing racial, gender, and social equity.

  • Participate in emergency response as part of DOHMH's Incident Command System as needed.

  • Other duties or tasks may be assigned on an as-needed basis.

Note: This position requires occasional travel throughout New York City.

Preferred Skills:

  • Knowledge of substance use and harm reduction practice and theory, including syringe exchange, overdose prevention and education for HIV and Hepatitis C prevention.

  • Experience in the design, delivery and analysis of evaluation surveys.

  • Experience providing direct supervision and support to individuals and teams using a compassionate, person-centered, strengths-based approach.

  • Be able to work independently, have excellent oral and written communication and organizational skills, and be a flexible team player. The candidate will also be detail-oriented with outstanding organizational skills.

  • Sensitive to various ethnic, racial, and cultural backgrounds, gender identities, sexual orientations, and socioeconomic conditions.

  • Proficiency in Microsoft Excel, Access, Outlook, and Word,

  • Ability to multi-task in a fast-paced, high-volume environment, managing multiple projects and task at once.

Qualifications

For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
