Human Resources Specialist (Information Systems)

Position Summary:

The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Office of Human Resources Management, Business Process Solutions, is seeking qualified candidates to join the Planning, Program Analysis, and Evaluation Directorate. Positions may be located in Washington, DC; Bloomington, MN; or Indianapolis, IN. Additional selections may be made for other organizational divisions or units within these locations.

Position Details:

  • Pay Scale: GS-14.
  • Salary Range: $124,531 – $161,889 (varies by locality; see OPM locality pay tables).
  • Appointment Type: Permanent, Full-Time.
  • Bargaining Unit: This position is not covered under a bargaining unit.

Major Duties:
As a Program Analyst with CBP, you will:

  • Coordinate and maintain application software and systems supporting CBP’s Human Resources (HR) automation initiatives.
  • Develop user requirements and translate them into efficient workflows that enhance and control HR and system-based business processes.
  • Conduct data reviews and process analyses to recommend, implement, and monitor improvements in HR procedures and systems.

Qualifications:
You must demonstrate one year of specialized experience equivalent to the GS-13 level, including:

  • Designing, developing, and maintaining HR information systems.
  • Implementing Robotic Process Automation (RPA) technologies such as UiPath or Microsoft Power Automate.
  • Using platforms such as Salesforce, Microsoft Dynamics 365, or ServiceNow to automate HR processes.
  • Aligning technical processes with HR management principles to improve efficiency.

Note: Your resume must clearly document how you meet these requirements. Both paid and qualifying volunteer work (e.g., AmeriCorps, Peace Corps) will be credited.

Evaluation Criteria:
Applicants will be evaluated on their experience, application materials, and responses to the online assessment, which covers both technical and general competencies, including:

  • Service-Oriented Architecture design and database management.
  • Software Development Life Cycle (SDLC) knowledge.
  • Translating user requirements into system specifications.
  • General competencies such as accountability, decision-making, problem-solving, and interpersonal skills.
