JOB SUMMARY: The Manager of Accounting and Payroll oversees all financial reporting, audit coordination, accounts payable/receivable, and payroll operations to ensure accuracy, compliance, and timeliness. This role provides strategic leadership to the accounting team, directs statutory reporting requirements, and fosters strong internal controls while supporting staff development and performance excellence. This is a hybrid position working out of Rochester, NY. ESSENTIAL FUNCTIONS: Supervision and Management Directs, monitors, and evaluates the performance of direct reports while providing clear project and task allocation and ensuring effective coordination of activities. Identifies training needs, establishes development goals, and supports staff growth through coaching, mentorship, and appropriate personnel actions. Fosters strong communication by providing timely updates and upward reporting to senior leadership. Financial Reporting and Audit Directs the monthly and annual general ledger closing process to ensure timely delivery of accurate internal financial statements within required timeframes. Serves as primary liaison with the independent auditors and provides effective two-way communication regarding audit progress toward completion. Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies. Statutory Reporting Direct the preparation and submission of the annual National Transit Database (NTD) report and work with NTD analyst to address follow up inquires Review all other required periodic reports, including quarterly New York State Operating Assistance (STOA) filings. Accounts Payable Oversee the vendor disbursement cycle for all operating companies in a manner that assures timely payment for goods and services. Accounts Receivable Oversees the billing and collection cycle for all sources of revenue, including business partnerships and governmental entities. Monitors the effectiveness of the collection of amounts outstanding and directs appropriate follow-up efforts as needed. Payroll Oversees the administration of all payroll, along with related payments and filings, to ensure timely and accurate completion. ADDITIONAL RESPONSIBILITIES: Performs other related duties as necessary or assigned. EDUCATION & EXPERIENCE: Bachelor's Degree in Accounting or business-related field, preferred. Three (3) or more years of accounting and payroll-related experience, with a minimum of three (3) years supervising staff and overseeing department operations. An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. KNOWLEDGE, SKILLS & ABILITIES: Strong accounting knowledge with a comprehensive understanding of GAAP. Proficiency in MS Office (Outlook, Word, PowerPoint, Excel), HRIS/HCM systems (UKG preferred), and web-based applications; ability to serve as system administrator. Excellent judgment, critical thinking, and strategic business insight; ability to work independently with minimal guidance while applying established policies and precedents. Strong written, verbal, and interpersonal communication skills; customer serviceoriented and effective at all organizational levels. Exceptional attention to detail, accuracy, and time management; skilled at balancing multiple priorities under pressure. Adaptability and flexibility to thrive in a fast-paced, changing environment.
