Job Description Wastewater Treatment Plant Chief Operator TITLE: Chief Plant Operator CLASSIFICATION: WASTEWATER TREATMENT GRADE 4A SUPERVISOR: Mayor & Village Board Function: Operate and maintain Wastewater Treatment Facility in a manner to maintain compliance with the regulatory agencies and in accordance with village policies and standards. RESPONSIBILITIES: Act as a professional representative of the Village of Newark in terms of appearance and conduct. Submitting monthly & annual reports to NYSDEC & USEPA. Monitor, operate and maintain the Treatment Facility and Lift Stations to facilitate process control and assure optimum performance. Perform on a daily, weekly, monthly or annual basis, as required: Read meters, charts and gauges and record readings. Perform analytical procedures; collect and record data, including pH, temperature and suspended solids content of plant influent and effluent, CBOD, sludge solids and other process control analysis. Record data points for minimum, maximum and total daily plant flows. Maintain all necessary septic dumping permits Maintain all necessary plant regulatory permits Visually inspect plant pumps, tanks and process equipment. Check overall status of treatment system and perform adjustments as needed. Monitor all septic haulers dumping at the plant Complete, send and file all necessary annual reports to NYSDEC and USEPA. Perform necessary monthly inspections on all plant & pump station generators Perform pretreatment inspections of industries; perform sampling of industries and generate any necessary reports. Perform routine cleaning, lubrication and maintenance of lift stations; troubleshoot and repair as needed. Monitor power consumption to assure balanced pump operation. Supervise, perform and/or assist in all confined space entries; supply personal protection equipment, perform air monitoring and generate and file confined entry reports. Carry cell phone to respond to alarms or other emergencies at all times. Monitor & acquire necessary contact hours to maintain the appropriate operators license. Operate in adherence to regulations of all governing agencies. Supervise other operators Prepare & monitor budgets Attend monthly village board meetings & any other meeting deemed necessary. QUALIFICATIONS: Must possess high school diploma or equivalent (GED). Must hold appropriate license (Grade 4A). Must meet the essential physical requirements to perform the duties of the position. Must possess the ability to work independently as well as in a group environment. Must possess the ability to communicate effectively, both orally and in writing. Must be available to work weekends and nights and be able to accommodate changes in scheduling. In addition, holiday & weekend coverage alternates between operators. Salary range commensurate with experience. This is a Provisional Hire and Civil Service test will be required at next offering if hired full time.
