Financing Coordinator - Multifamily Energy Programs ICF’s Justice, Workforce, Preparedness & Community Development group works to improve Americans’ lives through strategic consulting support, technical assistance, and program implementation. We are seeking a candidate to join the Housing and Community Development team at ICF who is enthusiastic about solving social issues related to affordable housing, community development, energy efficiency and renewable energy. The Multifamily Energy Financing Coordinator will primarily be part of a multidisciplinary team supporting the design and execution of a state-sponsored energy efficiency program focused on serving affordable multifamily buildings. The position will be responsible for supporting affordable multifamily building owners/operators to braid and stack eligible incentives and rebates and identify additional sources of funding to complete energy efficiency retrofits. This position requires strong knowledge of affordable multifamily finance. Knowledge of Federal, state, local and utility provider incentive programs is strongly preferred. This position may also support additional technical assistance engagements related to housing and community development, energy efficiency, renewable energy, and/or disaster recovery. Key Responsibilities- Work as part of a multidisciplinary energy efficiency and affordable housing team to design and implement state-sponsored energy efficiency projects that deliver results for affordable multifamily buildings.
- Collaborate with internal and external stakeholders to identify qualified, affordable multifamily buildings and engage potential program participants.
- Identify sources of funding that can be stacked or braided to maximize project impact and communicate opportunities to multifamily building owners/operators.
- Conduct regular meetings and consultations with program participants to understand their project’s needs, develop tailored financing strategies, and provide ongoing support through all phases of project implementation.
- Contribute to the creation and deployment of program marketing and outreach campaigns to identify qualified, affordable multifamily buildings and help them understand the incentives, funding options available, and benefits of participation.
- Create and present weekly and monthly summary reports for the program manager, ICF leadership, and/or the client.
- Collaborate with the program management team to evaluate and improve program effectiveness.
- Bachelor's degree in Finance, Economics, Business Administration, Urban Planning, Public Administration, Public Policy, Environmental Policy
- Or, Bachelor's degree in another unrelated field and coursework or certifications in affordable housing finance, LIHTC, or community development finance (e.g., from the National Development Council or NeighborWorks)
- Minimum 2 years of experience supporting multifamily deals with LIHTC, tax-exempt bonds, and/or HUD programs
- Knowledge of energy efficiency principles and the value proposition in affordable multifamily housing
- Familiarity with federal, state, local and/or utility-sponsored incentive programs and regulatory requirements
- Master’s Degree in Finance, Economics, Business Administration, Urban Planning, Public Administration, Public Policy, Environmental Policy or other relevant field
- Experience managing complex multifamily financing deals, including those involving LIHTC, tax-exempt bonds, and HUD programs (e.g., Section 8 project-based rental assistance, Section 202, Section 8, or public housing)
- Experience braiding or stacking multiple funding sources (e.g., federal, state, local, utility incentives) to support energy efficiency retrofits in affordable housing.
- Experience applying energy efficiency strategies in affordable multifamily housing projects.
- Proficiency with Microsoft Office software (i.e., Word, Excel, PowerPoint, Outlook)
- Excellent communication skills, both written and verbal, with the ability to explain complex concepts to non-technical stakeholders.
- Ability to establish and maintain positive relationships with program participants
- Ability to work with all levels of internal staff, as well as outside clients and vendors
- Ability to be flexible and adaptable in handling multiple priorities
- Ability to prioritize, multitask, and work in a fast-paced environment
- Excellent problem-solving skills with the ability to analyze situations to identify existing or potential problems and recommend solutions
- Team player with the ability to take initiative, coordinate with others, and work well independently
