Duties Description

The New York State Education Department’s (NYSED) Office of the Professions (OP) is seeking candidates for three (3) Business Systems Analyst 1 positions in the Office of Tech Team. Duties of these positions include, but are not limited to, the following:

• Interpret and explain Education Law, rules and regulations, and SED policies to staff, the public and other State agencies, in consultation with OP leadership and attorneys to assist in online form development for enhanced customer service experience;
• Oversee and assist Tech Team staff to research complex issues;
• Provide advice and assist supervisors in creating and maintaining work operations and procedures;
• Prepare written and verbal correspondence to technical vendors working with OP Tech Team;
• Act as subject matter expert for all Tech Team functions, and work with subordinate staff to ensure outgoing information adheres to all laws, rules, and regulations;
• Serve as a liaison between Tech Team staff, Professional Board Offices and the Division of Professional Licensing Services for interpretation of education law, agency regulations, policies and procedures; and
• Create customer service reports that effectively provide guidance on areas that need improvement within the Office of the Professions, and create plans for improvement to better serve applicants and licensees moving forward.

NY HELPS

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Non-competitive Minimum Qualifications:

To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Business Systems Analyst Trainee 1 (NS, Equated To SG-14):

• A bachelor's or higher degree.
  
  

Business Systems Analyst Trainee 2 (NS, Equated To SG-16):

• A bachelor's degree and one year of professional business analysis experience, which includes: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
  
  

Business Systems Analyst 1 (SG-18):

• A bachelor's degree or higher and two years of professional business analysis experience where your primary duty was performing three of the five following activities:
• Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).
• Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
• Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, Change Management Analysis).
• Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
• Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
  
  

The Following Activities Are Not Considered Qualifying Experience:

• Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources - Responsibility limited to forms design and changes to forms.
• Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.
• Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.
• Development of instructional materials and classroom training.
• Help desk duties including troubleshooting, resolving user issues, and providing customer service.
  
  

Substitution: a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Competitive Minimum Qualifications:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a(n) Business Systems Analyst 1.

Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) or the Professional Career Opportunities (PCO) Select Titles eligible list may be considered for appointment. Section 70.1 Transfer to Business Systems Analyst Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a SG-11 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 70.4 Transfer to Business Systems Analyst Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Business Systems Analyst Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-11 or higher AND have standing on the Professional Career Opportunities eligible list AND possess Bachelors Degree.

Section 70.4 Transfer to Business Systems Analyst 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Business Systems Analyst 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-16 or higher AND have standing on the Professional Career Opportunities eligible list AND possess possesses a Bachelors Degree and the open-competitive examination qualifications.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-16 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

CONDITIONS OF EMPLOYMENT:

These will be permanent, competitive appointments or permanent, non-competitive appointments. For 55b/c appointments, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of Degree will be required at the time of interview for all candidates . This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

These positions may be filled as traineeships. The starting salaries for this position are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.

• $53,764 (Trainee 1- NS equated to SG-14)
• $59,994 (Trainee 2- NS equated to SG-16)
• $66,951 (Full Performance level SG-18)
  
  

These positions lead to a maximum salary of $85,138 based on annual performance advances and traineeship advances.
