Duties Description The New York State Education Department’s (NYSED) Office of Performance Improvement and Management Services is seeking candidates for a Business Systems Analyst 1 position in the Information Technology Services Office. Under the supervision of Business System Analyst 2, Business System Analyst 1 will collaborate closely with the Rate Setting Unit across all phases of the system development lifecycle. This role incorporates system analysis and design, comprehensive system testing, and rigorous quality assurance. Furthermore, Business System Analyst 1 will be responsible for producing detailed business and technical documentation. Duties of this position include, but are not limited to: • Work closely with Stakeholders to understand the business processes through interview, workshop, surveys to document the current ("as-is") and future ("to-be") state of business processes;• Identify and document all key stakeholders, inputs, outputs, and decision points;• Ensure all documentation is accurate, current, and aligned with implemented system functions;• Develop and execute test scenarios that validate system functions meet business requirements (traceability matrix);• Develop training materials and procedure manuals for business systems implementation by incorporating visual aids, examples, and step-by-step instructions for complex processes;• Communicate business process and system requirements effectively to IT staff, program staff, and stakeholders;• Actively listen to stakeholder concerns and incorporate feedback into requirements by translating technical concepts into language appropriate for the audience;• Extract and analyze data to support operational needs, testing purposes, and ensure data integrity;• Excellent verbal and written communication skills for conveying complex information in an understandable manner;• Familiarity with data analysis tools (e.g., SQL, Tableau, Power BI) and requirements platforms (e.g., JIRA, Confluence, SharePoint).

Minimum Qualifications MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are: Business Systems Analyst Trainee 1 (NS, Equated to SG-14): Four years of business analysis experience*Business Systems Analyst Trainee 2 (NS, Equated to SG-16): Five years of business analysis experience* Business Systems Analyst 1 (SG-18): Six years of business analysis experience**Business analysis experience includes: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.Substitution: Associate degree may substitute for two years of specialized experience; bachelor’s degree may substitute for four years of specialized experience; master’s degree may substitute five years of specialized experience; J.D. may substitute for six years of specialized experience.COMPETITIVE MINIMUM QUALIFICATIONS: Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a(n) Business Systems Analyst 1.Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) or the Professional Career Opportunities (PCO) Select Titles eligible list may be considered for appointment. The starting salaries for this position are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary. Current starting salaries: • $53,764 (Trainee 1- NS equated to SG-14)• $59,994 (Trainee 2- NS equated to SG-16)• $66,951 (Full Performance level SG-18)This position leads to a maximum salary of $85,138 based on annual performance advances and traineeship advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.
