Position Summary: The Division of Early Childhood Education (DECE) supports the operational and programmatic functions of early childhood education programs for NYC children in elementary schools, Pre-K Centers and New York City Public Schools (NYCPS) contracted settings included in Community Based Organizations (CBO) and through Family Child Care (FCC) programs. DECE provides families with access to high quality, inclusive early childhood programs for children birth to five, in rich diverse settings, supporting children’s growth and development. DECE ensures that children are engaged, nurtured and supported by working together with families and programs.


Reporting to the Manager of Procurement Strategy and Contract Implementation, the Contract Development Coordinator will work closely with the DECE Policy and Program Implementation and Finance, People and Culture teams in managing and maintaining all early childhood education providers’ contracts. With support from relevant DECE teams, the NYC Division of Contracts and Purchasing and the Panel for Education Policy, the Contract Development Coordinator will spearhead the process by which contracts are developed, amended and or otherwise sunset, as well as managing the request for proposal process, ensuring sound and timely processes, consistent with all NYCPS, City, State and federal regulations to meet the needs of relevant NYC childcare providers and the families they serve. The Coordinator will support the Manager of Procurement Strategy and Contract Implementation and the Director of Procurement Strategy and Contract Implementation in ensuring that the DECE program team needs are aligned with contracts and procurement policies/procedures. The Contract Development Coordinator will enter and track financial transactions in the NYCPS mainframe and web based systems. Performs related work.

Key Relationships: DECE Chief of Policy and Program Implementation, Chief of Finance, People and Culture, Senior Director of Strategic Initiatives and Partnerships, Senior Director of Policy, Senior Directors of Finance, Manager of Procurement Strategy and Contract Implementation and other relevant DECE Senior Leaders, NYCPS Division of Contracts and Purchasing; Division of Financial Operations; Office of Legal Services; Office of the Auditor General (OAG); Chancellor’s Office; Deputy Chancellor of DECE, Chief Executive of DECE, Program Directors; other central offices/divisions within the NYCPS; teachers and principals; community based organizations (CBOs); external stakeholders including but not limited to the Panel for Education Policy.


Responsibilities


  • Serve as a liaison with the Division of Contracts and Purchasing (DCP) and Office of Legal Services to monitor and track contract actions and resolve contract issues and questions.
  • Work with the Director of Procurement Strategy and the Senior Director of Policy on contract development from start (RFP, solicitation) to end (registration, vendor management, payment, etc.).
  • Collaborate with the Chief of Policy and Program Implementation and the broader team on cross functional initiatives and the development and implementation of new processes to enhance operational efficiency within the division.
  • Develop and maintain standardized procurement/contract tools (e.g., templates, checklists, timelines, and SOPs) and use them to drive consistent, on time submissions across DECE.
  • Monitor vendor performance and deliverables against contract terms, proactively identify risks/issues, document corrective actions, and escalate concerns to DECE leadership and relevant central offices as needed.
  • Produce recurring leadership ready reporting/dashboards on contract status, risks, and upcoming milestones to support division planning and decision making.
  • Lead difficult professional tasks related to the preparation and administration of budgets.
  • Manage and coordinate the entire lifecycle of contract development, amendment, registration and execution for all contracts (including grant and tax levy funded), monitoring services to completion.
  • Ensure that all DECE contracts follow NYCPS standard operating procedures and adhere to all legal requirements.
  • Maintain a meticulous tracking system for contract expiration dates and secure necessary procurement vehicles to support DECE’s programmatic needs.

  • Review system wide listing application contracts to proceed with new contracts for department wide usage.
  • Responsible for contract compliance, implementation and reporting requirements, including specific requirements for reimbursable or private funding.
  • Manage various contract communications for dissemination to Operations/Finance liaisons and communications regarding team meetings, retreats and professional development opportunities.
  • Coordinate high priority contract workstreams, collaborating with key DECE leadership to ensure timely execution.
  • Review Requests for Authorization (RAs) to proceed on DECE operations.
  • Review system wide listing application contracts to proceed with new contracts for department wide usage.
  • Collaborate with the Chief of Strategy and Policy and the broader team on cross functional activities of the team and the development and rollout of new processes and efficiencies in division operational work.
  • Represent the DECE at cross divisional meetings, as needed.
  • Communicate operational policies and procedures across teams to ensure proper interpretation and implementation.

Qualification Requirements:


Minimum


  • A baccalaureate degree from an accredited college and two (2) years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six (6) years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one (1) year of experience as described in “1” above.

  • Excellent interpersonal skills in dealing with education and non education personnel, internal and external to the NYCPS.
  • Interest and/or experience in education and public policy.
  • Proficient in Microsoft Office 365 applications.

Salary : $82,000 - $90,200


(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
