POSITION: Supervising Community Health Worker (HELPS)

DEPARTMENT: Albany County Department of Health

SALARY: $65,428, In addition to contractual COLA increases, the annual salary of $65,428 will increase
by $400 on the anniversary date for three years.

DESCRIPTION:
This is a supervisory position overseeing Public Health Aides in the Parent Child Health Unit, funded by the Perinatal and Infant Community Health Collaborative
(PICHC Grant). The incumbent in this position works to ensure strategies are developed and implemented to improve birth outcomes in the county. This includes
oversight of staff conducting canvassing and outreach to high-risk women of childbearing age assisting them in linking to support services. The incumbent also
works with local providers of health and social support services and the population to increase access and improve coordination of services. Work may be per-

formed during evening or weekend hours. Does related work as required.

MINIMUM QUALIFICATIONS EITHER:
A. Graduation from an accredited college or university with at least a Master of Social Work, Mental Health Counseling, Human Services, Public Health, or

Nursing and one (1) year of experience in a public health, community organization or clinical case management setting that is focused on family health; OR,

B. Graduation from an accredited college or university with a Bachelor of Social Work, Mental Health Counseling, Human Services, Public Health, or Nursing

and three (3) years of experience in a public health, community organization or clinical case management setting that is focused on family health; OR,

C. At least one (1) year of successful service as a Public Health Aide II at Albany County’s Department of Health, followed by successful nomination to New

York State’s Department of Health for the Supervising Community Health Worker position.*

NOTE:

Candidates appointed to this title through minimum qualification “C” will be required to complete a staff development plan as determined by the Albany County
Department of Health and New York State Department of Health. This staff development plan will be developed during the nomination process with New York

State’s Department of Health and will be submitted to Albany County’s Department of Civil Service upon candidate appointment.

Candidates will not have to take an exam for this title. This is a Hiring Emergency Limited Placement (HELP) Program-designated title. The HELP

Program is a temporary program designed to help local government employers address current staffing issues. Traditionally, the titles filled under the

HELP Program required job candidates to compete in a competitive exam to be considered for employment. For the duration of the program, this title

will be classified as non-competitive and categorized as a “HELP Program” position. At the close of the program, this position will revert to competi-

tive class status. Employees occupying positions filled through the HELP Program will be granted competitive class status without the need to partici-

pate in a competitive exam.
