Division/Program Summary:

The Office of School Health (OSH) is a joint initiative of the New York City Department of Education (DOE) and the Department of Health and Mental Hygiene (DOHMH), dedicated to safeguarding the health and well-being of over 1.3 million students enrolled in approximately 1,800 public and non-public schools citywide. For more than 100 years, OSH has delivered essential public health services, including chronic disease case management, preventive health screenings, urgent care, medication administration, health education, counseling, referrals, oral health, and vision services.

The OSH Vision Program serves a critical public health function by identifying and supporting students at risk for amblyopia, myopia, astigmatism, and hyperopia. In partnership with external donors such as Warby Parker, and with the endorsement of City Hall and the Mayor's Fund of New York City, the program provides vision screening services to pre-kindergarten, kindergarten, and first grade students, as well as students attending Community Schools and Schools Serving Students in Temporary Housing (STH). For many students, the Vision Program represents their only access to ophthalmologic care. Services include free vision screenings, and prescription eyeglasses. Annually, the program provides optometric services and eyeglasses to approximately 40,000 students in Community and STH schools, as well as an additional 5,000 high-risk students who fail initial screenings. Through partnerships with vendors, eyeglasses are fabricated. In the upcoming school year, the program anticipates the distribution of approximately 65,000 pairs of eyeglasses to New York City students.

Position Summary:

This position plays a central role in ensuring that students identified through screenings receive prescribed eyeglasses at no cost to families and timely follow-up care if necessary.

Job Duties and Responsibilities:

  • Provide oversight of regional vision screening teams, including supervision of additional staff assigned within designated boroughs.

  • Review annual lists of public and non-public schools to determine eligibility and conduct outreach to school leadership.

  • Develop and implement quality assurance processes, including standardized assessment tools, timelines, and corrective action plans.

  • Develop and deliver training on high-quality screening practices, technical proficiency, and administrative procedures.

  • Participate in strategic planning and protocol development for the Vision Program.

  • Collaborate with team leaders and field-based staff to identify and implement process improvements.

  • Compile and analyze borough-specific data reports, including enrollment figures, number of students screened, referred, examined onsite or in the community, and eyeglasses ordered and delivered.

  • Monitor staff time and attendance.

  • Conduct interviews and select personnel for screening teams.

  • Perform vision screenings as needed and provide cross-program support.

  • Travel throughout the five boroughs as required.

SUPERVISING PUBLIC HEALTH ADVI - 51193

Qualifications

A baccalaureate degree from an accredited college or university, and two years of full-time satisfactory experience in a public health program, performing duties involving case finding, case management, interviewing, investigating and other related public health work, one year of which must have been in a supervisory capacity; or

An associate degree from an accredited college or university, including or supplemented by twelve semester credits in health education, or in health, social or biological sciences; and four years of experience as described in "1" above, one year of which must have been in a supervisory capacity; or

A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and six years of experience as described in "1" above, one year of which must have been in a supervisory capacity; or

A satisfactory combination of education and/or experience equivalent to "1", "2" or "3" above. Undergraduate college credit may be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full-time experience. Twelve credits in the health, social or biological sciences may be substituted for an additional six

months of experience. However, all candidates must have a four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and a minimum of two years of experience, one year of which must have been in a supervisory capacity, as described in "1" above.
