Duties Description Under the general direction of the Marine Services Manager, the incumbent of this position will: Plan, coordinate, and schedule a variety of trainings including:- Scheduling and preparing bids for at minimum, two Spring Marine Law Enforcement (MLE) trainings in the Spring and two in the Fall- Scheduling and preparing bids for at minimum, two Spring Marine Patrol Vessel Operator's Courses (MPVOC) and two in the Fall- Schedule additional associated Law Enforcement (LE) trainings upon request throughout NYS- Establishing relationships and Points of Contact (POC) with external agencies to coordinate student rosters and available equipment- Facilitating the procurement and set-up of required vessels, training materials, lodging, catering, equipment and supplies necessary for each training- Coordinating the Annual Snowmobile Law Enforcement Development School (SLEDS) with necessary stakeholders, including procuring necessary training snowmobiles, equipment, supplies, and materials - Coordinating the logistics of our two ACA accredited Kayak trainings held in NYS- Maintaining and further developing the established list of over 600 instructors both commercial and volunteer, who provide the foundation for our programs- Procuring necessary supplies and equipment for trainings including spare parts, participant training materials, uniforms, binders, go pro cameras and other electronics- Establishing relationships with our eleven commercial partners in the safe boating industry and processing of boating safety certificatesThe incumbent will be responsible for:- Developing a training program in conjunction with appropriate stakeholders to facilitate boat operator training within our agencies including: outlining standardized tasks for completion, maintaining training task records, and coordinating for an in-person practical exam- Facilitating our variety of training courses by obtaining outside instructors or personally conducting courses, if needed- Evaluating training courses with questionnaires, surveys, and drop-in site visits to ensure standardization and quality training- Developing course content and materials in conjunction with appropriate stakeholders to update and streamline courses- Developing and facilitating the application for accreditation through the National Association of State Boating Law Administrators (NASBLA) BOAT Program, providing even more standardization in the MLE realmThe incumbent shall:- Research and disseminate training announcements and educational opportunities for the following:o Bureau employeeso Parks employeeso General publico LE agencies- In conjunction with the Senior MSR, research and select employees for specialized training and education courses directly related to their job functions and professional developmento Coordinate the logistics behind sending the selected employees- In conjunction with the Marine Services Manager, maintain perspective on agency priorities, budget constraints, and established programs so as to coordinate training classes during available periodsThe incumbent will also maintain our education and outreach programs, including but not limited to the following responsibilities:- Maintain Kalkomey contract- Seek out and in conjunction with a Marine Representative, table at various outreach events throughout the year to promulgate safe boating information- Approving courses and associated results in the Event Manager System- Reconciliation of funds collected for safe boating certificates- Coordination of media campaigns with appropriate entities- Selection, purchasing, and distribution of boating safety publications and promotional items
Minimum Qualifications There is a current civil service eligible list for this title which will be canvassed. Candidates must be reachable on the list to be eligible for appointment. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). To be considered for appointment through NY HELPS, or 55-b/c, candidates must meet the open competitive minimum qualifications below:Training Specialist Trainee 1, NS (Equated to G-14)A bachelor's degree or higher; OR Four years of experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out the mission.NOTE: Advanced placement to the Trainee 2 or SG-18 level may be possible depending on education and experience and subject to agency approval. You must inform the agency or any additional qualifications in your application and at your interview. The advanced placement qualifications are:Training Specialist Trainee 2, NS (Equated to G-16)A bachelor's degree and one year of professional experience developing and presenting training programs to improve the on-the-job knowledge, skills and abilities of employees to enable them to carry out an agency's mission, including the car and treatment of vulnerable persons in the care and/or custody of the state; or a Juris Doctor, master's or higher degree in a field related to the position being filled; ORFive years of experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out the mission.Training Specialist 1, SG-18A bachelor's degree and two years of professional experience developing and presenting training programs to improve the on-the-job knowledge, skills and abilities of employees to enable them to carry out an agency's mission, including the care and treatment of vulnerable persons in the care and/or custody of the State; or a Juris Doctor, master's or higher degree in a field related to the position being filled; AND one year of professional experience; ORSix years of experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out the mission.Professional experience must be performing the duties of the full performance level position.Hiring agencies have discretion in determining whether a degree is related to the duties of the position.If verifiable, we will accept and prorate appropriate part-time and volunteer experience.If you are a veteran or an individual with a disability and would like to apply for the department of Civil Service's 55-b/c Program, please visit: for more information.Subsequent 55-b/c Qualifications:A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent permanent qualifying service and have a current Civil service 55-b/c letter of eligibility.Reassignment Qualifications:You must be a current New York State Office of Parks, Recreation and Historic Preservation (OPRHP) employee with one year of permanent, competitive, or 55-b/55-c service as a Training Specialist 1, SG-18. Reinstatement Under Rule 5.4Candidates who were previously permanently employed by New York State in this title may be reinstated to this position or any position to which they were eligible to transfer. Employees separated from their positions may be reinstated within one year of the date of separation. Employes who have been separated from State service for more than one year by be reinstated upon approval of the New York State Civil Service Commission. Qualifying titles are available at Civil Service GOT-IT: must be current New York State employees and have one year of permanent competitive, contingent-permanent competitive or 55-b/c service in a title eligible for transfer under Sections 52.6, 70.1, or 70.4 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. Employes will then be afforded with all of the same rights and privileges of competitive class employees.
