Job Description
The mission of the Mayor's Office of Media and Entertainment (MOME) mission is to support and strengthen New York City's creative economy and make it accessible to all. MOME consists of about 100 employees, working in four divisions: the Film Office, which coordinates film and television production in public places; NYC Media, the largest municipal television and radio broadcasting entity in the country; Creative Sector Programs, which supports workforce development and the film, television, theater/live performance, music, publishing, advertising, and digital content industries; and the Press Credentials Office, which issues press cards. MOME's FY26 annual budget is approximately $25M, which consists of City Tax Levy funds and federal grant funds.
The Assistant Commissioner, Financial Affairs will play a critical role at MOME by overseeing and implementing a financial strategy for the agency, establishing and executing financial operations, leading budgeting and financial planning initiatives, completing and overseeing required financial reporting, liaising with the Office of Management and Budget, and working with the Office of Technology and Innovation on procurements and payments.
The primary responsibilities of the Assistant Commissioner, Financial Affairs will be:

Develop an enduring, long-term financial strategy for MOME that establishes a stable foundation for the execution of our mission.

Oversee the annual budget review process, including analyzing and forecasting revenue collection and projecting agency expenditures, managing headcount and personal services allocations, and reporting budget information to the commissioner and other senior staff.

Support and manage the efficient and effective use of agency resources and ensure that future needs are met; monitor the budget throughout the year and as needed, recommend prudent updates to the budget to the Commissioner.

Regularly provide informational updates about the budget to the Commissioner and other leadership, as directed. Oversee the agency's revenue and spending and, if spending is at risk of exceeding the budget, recommend a course of action.

Support the administration of MOME's major agreements, including preparing work orders, serving on evaluation committees, making policy recommendations about contract terms.

With respect to grants, compile, review, and submit required financial reports. Work with the general counsel to make sure that grant funds are used for costs allowable under the applicable grant agreement.

Liaise with the Office of Management and Budget and the Procurement and Fiscal and Accounts Payable divisions of the Office of Technology and Innovation, to provide critical support on budgetary analysis and expense payments.

Provide MOME's support to staff in the procurement of contracts together with the general counsel and OTI's Procurement division.

Manage special projects and initiatives as assigned.
HOURS/SHIFT
Day - Due to the necessary technical duties of this position in a 24/7 operation, the candidate may be required to work various shifts such as weekends and/or nights/evenings.

Qualifications
A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.
A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above.
An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above.
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above.
A combination of education and/or experience equivalent to "1", "2", "3", or "4" above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above.
