Description:




Position Summary: The New York City Public Schools (NYCPS) is the largest school system in the nation, with nearly 1 million students, 135,000 employees, including more than 75,000+ teachers and an annual budget of $39B.


The Division of Contracts and Purchasing (DCP) manages large-scale procurements involving the acquisition of IT services, application development, software, and hardware. Under the direction of the Executive Director, Operations Procurement Strategy with considerable latitude for independent action and decision-making, the Director of IT Procurement will work in conjunction with central and school-based users, with prime responsibility for the system-wide procurement of IT professional services and products, application development engagements, hardware equipment, peripherals, and educational software products.


The Director of IT Procurement reviews complex procurement contracts, purchase requisitions and creates requests for proposals for goods and services assisting and guiding NYCPS offices and divisions to ensure compliance with law and district policies. Performs related work.


Reports to: Executive Director, Operations Procurement


Direct Reports: Deputy Director Technology Procurement, Associate Director Competitive Information Technology Procurements, IT Procurement Analysts and Procurement Consultants.


Key Relationships: Division of Instructional and Information Technology, Central staff, school-based users, Mayor’s Office of Contract Services and New York City Corporation Counsel.


Responsibilities


Procurement Process Management


  • Manages a team of procurement professionals responsible for scope development, solicitation, vendor selection, and statutory authorization processes.
  • Supervises the IT procurement staff in daily activities involving major IT procurements and contracting functions, in specifications for services and negotiations of prices, and terms with vendors, contractors, and suppliers.
  • Develops procedures for the administration of contract and procurement activities, such as solicitation, evaluations, awarding of bids and proposals, monitoring performance of vendors and contractors, and effecting contract amendments and modifications.
  • Coordinates and controls the procurement and/or planning, implementation and supervision of central, regional, or school-based purchasing of IT goods, services, software, and hardware, where directed.
  • Responsible for the solicitation and award of approximately 100 IT consultant placements annually.
  • Manages all pre-solicitation reviews and activities; evaluates solicitation documents; and collaborates with program and end-user personnel to ensure requirements are met in a timely, cost-effective manner.
  • Reviews work of subordinates for effectiveness, efficiency, and compliance with established rules and guidelines.
  • Under the direction of the Executive Director, manages investigations pertaining to vendor responsibility decisions and vendor and product performance. Performs strategic sourcing activities as necessary to achieve cost savings and enhance service levels for central and regional offices and for schools.

Policy Compliance and Standardization


  • Ensures technical specifications comply with applicable regulations, are clearly communicated to vendors and contractors, and reviews and approves contract specifications prior to advertisement to confirm alignment with NYCPS procurement policies and federal, state, and city laws and regulations.
  • Develops and implements standard operating procedures to improve processes.
  • Monitors adherence to technical specifications and compliance with contractual obligations.
  • Administers contracts and assists in their review, recommending amendments or extensions as needed.
  • Monitors a team working with central stakeholders on scope development, solicitation, vendor selection, and statutory authorization.
  • Liaises between stakeholders in the procurement process to ensure transparency, efficiency, and successful outcomes.
  • Acts as the primary liaison with major contractors, vendors, and business representatives to ensure contract compliance and resolve logistical issues.
  • Serves as an advisor to internal and external stakeholders on policies and procedures.

Training and Advisory Roles


  • Provides training and guidance on procurement best practices, including setting standards and monitoring KPIs.
  • Serves as a subject matter expert on policies and procedures related to solicitation and purchasing.
  • Advises colleagues and stakeholders on rules, regulations, policies, and procedures pertaining to contractual agreements.
  • Develops new procedures, user guides, and conducts training for internal teams.
  • Ensures transparency, efficiency, and achievement of desired outcomes in the procurement process.
  • Forecasts and plans procurements, focusing on needs, timelines, and goal setting for milestones and targets.

Qualification Requirements:


Minimum


  • A baccalaureate degree from an accredited college and four (4) years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
  • A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.

Note: Possession of an acceptable professional procurement certification may be substituted for up to one (1) year of the experience described in "1" above. Preferred


  • Master’s degree in a field applicable to the position and prior experience in an educational setting.
  • Management level IT procurement experience.
  • Strong analytical and negotiating skills and extensive writing experience.
  • Experience in strategic sourcing and business process management.
  • Strong analytical and process-oriented problem-solving skills, with the ability to identify risks, troubleshoot issues, and implement effective solutions.
  • Excellent written and verbal communication skills, including the ability to analyze, organize, and present data and operational information clearly to diverse stakeholders and senior leadership.
  • Proven ability to manage multiple priorities, meet frequent and changing deadlines, and perform effectively in a fast-paced, high-pressure environment.
  • Highly organized with strong attention to detail and the ability to manage complex workflows independently or as a lead.
  • Experience developing, improving, and implementing administrative or procurement processes and systems.

Salary : $110,969 - $140,000


(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
