Position Summary: The Office of Nonpublic and Charter Schools (ONPCS) is responsible for more than 800 nonpublic schools and 250,000 students throughout all five boroughs of NYC. ONPCS works collaboratively with City Hall, New York State Department of Education, religious leaders, school leaders, elected representatives, the standing committee members as well as community members from diverse religious, cultural, and linguistic backgrounds. ONPCS is responsible for more than $100 million dollars in federal funding in support of ESSA across various Title funding sources, $46 million in allocations for the Smart Schools Bond Act (SSBA), and additional funding allocations. Our office is tasked with ensuring all eligible students receive services in alignment with state and federal guidelines, and with timely and meaningful collaboration with the Standing Committee.

The Administrative Manager of Funded Programs interacts with a broad range of New York City Public Schools (NYCPS) offices and functional areas to support the ONPCS scope of operational work. The position will manage, plan, and organize various operational workstreams to ensure proper administration of NYSTL purchases and federal funds. The Administrative Manager of Funded Programs and support staff provides direct customer service support and interprets policy guidelines for schools for NYSTL and federal funding sources. The role is responsible for updating websites with accurate and timely information and maintaining an effective working relationship with various divisions, offices, and stakeholders. Performs related work.

Key Relationships: Division of Contracts and Purchasing, Capital and Grants office, Office of Finance (Accounts Payables; Non-Public Schools Payables; Payroll, Finance Service Center), Legal, school leaders, Standing Committee Representatives, third-party providers, and the Auditor General’s Office.

Responsibilities

  • Authorize, direct and supervise staff supporting 800 non-public schools with purchasing instructional goods and services with Federal, State, and City funding sources.
  • Support the creation of orders, collection and tracking of invoices and supporting documentation, and confirmation of payments, in accordance with NYCPS procurement guidelines.
  • On an ongoing basis, consult with the Non-Public School Committee officials to ensure equitable services provided to non-public schools pertaining to establishing and implementing NYCPS policies and procedures governing the loan of instructional materials and equipment.
  • Maintain effective relationship with DCP, Non-Public Schools Payables and FSBO as it relates to the NYS loan program, including annual loan request forms.
  • Supervise and direct all activities pertaining to providing customer service support for non-public school purchasing issues.
  • Provide guidance and assistance in processing requests for change orders; expedite and coordinate delivery of instructional materials and equipment.
  • Act as liaison with vendors resolving non-public school purchasing problems.
  • Support non-public schools with procurement of instructional goods and services within City, State, and Federal guidelines.
  • Lead staff in providing customer service in a timely fashion to non-public schools navigating NYCPS systems to procure instructional good and services.
  • Work in partnership with the Capital and Grants office to support the allocation and operations of procuring SSBA Loan Program technology.
  • Responsible for responding to inquiries from SED, NYCPS’s press office, Auditor General’s Office, and FOIL requests.
  • Prepare budget and procurement reports and make data-supported recommendations on major spending priorities.

Qualification Requirements

Minimum

  • A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
  • An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
  • A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
  • Education and/or experience equivalent to "1", "2" or "3" above. However, all candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the administrative, managerial, executive or supervisory experience described in "1", "2" or "3" above) at a rate of 30 semester credits from an accredited college for six (6) months of experience up to a maximum of 3 ½ years.

Preferred

  • Project management experience and problem-solving skills related to gathering, organizing, analyzing and presenting data.
  • Grants management experience.
  • Familiarity with NYCPS systems, including Galaxy, FAMIS, TRAC, NYCAPS, and EIS.
  • Skilled in group problem-solving and working with complex concepts in a dynamic setting.
  • Excellent data analysis and presentation skills.
  • Ability to organize facts and present information and figures in a clear, concise, and logical manner, both spoken and written.
  • Excellent writing, editing, and communication skills.
  • Excellent interpersonal skills in dealing with education and non-education personnel.
  • Attentive to detail; extremely well organized.
  • Customer service orientation.
  • Ability to work under pressure and meet frequent and changing deadlines.
  • Ability to solve organizational roadblocks.
  • Ability to anticipate, initiate, and prioritize projects in a rapidly-changing environment.
  • Proficiency in Microsoft Office 365 applications.

Salary : $110,969 - $160,000

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
