Duties Description - Partner with the Director to sustain and improve the program and services provided to internal and external customers- Proactively identify bottlenecks and inefficiencies in program execution workflows- Assist the Director and other senior team members with ad-hoc projects, presentations, and preparation for internal and external meetings- Represent the compliance team and agency to the public, key stakeholders, and business unit partners- Collaborate with agency executives to plan, develop, and coordinate outreach activities focused on MWBE and SDVOB audiences- Attend MWBE/SDVOB-related conferences, workshops, and roundtables on behalf of the Office of General Services. Including, serving as an exhibitor or point-person for match-making opportunities to educate MWBEs/SDVOBs on State contracting opportunities.- Attend and preside over meetings, acting on behalf of the Director when necessary- Administrative supervision, mentoring, and performance oversight of Compliance Specialists (2) and the Administrative Assistant- Identify training/development activities and prepare performance evaluations and individualized development plans to enhance and highlight staff skills and capabilities for growth- Assist and collaborate with compliance staff in the development and updating of Standard Operating Procedures- Evaluate staff and operational performance to ensure statutory compliance and adherence to policies and procedures- Evaluate the effectiveness of compliance monitoring within all assigned contracting industries (Construction, Consultant Procurement, Centralized Commodities and Services)- Review legislation to determine consistency with policies- In conjunction with Counsel's office, draft appropriate MWBE/SDVOB language for inclusion into all contracts in response to legislation and rules promulgated by Empire State Development (ESD) and the SDVOB Division- Review and analyze waiver requests submitted by staff prior to referral to Empire State Development or the Waiver Team for review- Assist compliance staff in the preparation and handling of contractor/subcontractor complaints towards a satisfactory resolution- Manage the development of written reports to provide management with performance measures and indicators related to MWBE and SDVOB goal activities- Assist with the development, review, and updating of internal controls. Ensuring that they are being followed with a heavy focus on audit prevention- Ensure compliance staff research and respond to correspondence received from contractors, subcontractors, legislators, and the executive office in a timely manner- Perform assignments such as drafting briefing documents, quarterly and annual reports on agency MWBE and SDVOB Utilization for OGS Leadership, ESD, and SDVOB Divisions- Manage administrative functions and provide recommendations to ensure smooth and efficient operations of the organization through data analysis of various reports (weekly staff report, mail log summary, and various system resources)- Assist OGS program units with developing solicitations and contracts that insure the maximum participation of MWBEs/SDVOBs in state procurement activities - Assist the compliance team with all work products during peak demand and staff shortages- Provide recommendations and insights on policy or regulatory changes impacting program practices which can impact the efficacy of Article 15-A- May represent the Director at Senior Staff meetings and/or various meetings pertaining to MWBE, SDVOB issues and office administration- Serves on committees and workgroups; and contributes to statewide policy development- Participate in other special projects or assignments as directedThe ideal candidate should possess the following skills:- Critical decision-making skills, with the ability to process information, be resourceful, encourage adaptability and creativity, and commit to a well-defined course of action- Fast learner, versatile, and flexible self-starter with strong work ethics and the ability to multi-task- Effective written, oral communication, and high degree of responsiveness- Excellent interpersonal and networking skills with proven ability to develop and maintain effective business and team relationships- Excellent computer, software systems experience. Ability to learn and implement new systems quickly- Excellent data management, analysis, and interpretation skills- Attention to detail and organizational skills requiredNotes:- Travel will be required (approximately 50%)

Minimum Qualifications Eight years of experience in the planning, development, implementation, and review of programs dealing with equal employment opportunity, human rights, affirmative action, minority business program coordination, affirmative action compliance review, labor relations directly relating to affirmative action, or in the development and administration of programs directly related to minority community access to employment or business opportunities in the public and private sector. Two years of this experience must have been in a management or supervisory capacity. Substitution: Graduate and undergraduate credits may be substituted for experience, on the basis of thirty credit hours for each six months of experience.NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.
