Duties Description Reporting to the Director of the Office of Victim Services (OVS), the Deputy Director of Operations and Program Development serves as an integral member of the agency's Executive Team. The Deputy Director oversees the Administrative Services Unit (ASU), the Grants Unit, and the Training and Outreach Unit. Duties and responsibilities include, but are not limited to:- Serve as a member of the Executive Team of the Office of Victim Services and assist in completing any assignments requested by the Division of the Budget, Executive Chamber, and other control or partner entities.- Manage the administrative and finance activities of OVS, including all tasks related to agency procurement, purchasing, budget management, and facility operations.- Develop and present policy and procedural recommendations to the Director.- Manage agency revenue, expenditures, contracts, and grants to ensure compliance with State and federal rules, regulations, laws, and best practices.- Manage the competitive procurement process for OVS grant funding to fulfill federal funding requirements while addressing gaps in service provision.- Ensure policies, guidelines, and procedures developed for federally funded programs meet the requirements of the federal funder, as well as State procurement rules and regulations.- Oversee the development of the agency's training and outreach functions to train staff of funded victim assistance programs, including the Agency's biennial statewide Conference, Summit, other regional and local training programs.- Oversee procurements for, and management of, resulting State operations contracts.- Contribute to the development of the Agency's strategic plan and policy directives, including the crafting of long and short-term policy and procedure development related to all agency activities.- Collaborate with other senior managers to resolve the more complex and difficult policy, procedure, fiscal, staffing, contract, regulatory, and technology issues facing the Agency.- Serve as the primary liaison with DCJS' Office of Human Resources Management (HRM), which hosts OVS' HR functions and overseeing related HRM matters internally. - Foster the development of positive relationships with stakeholders and community partners to provide updates and information related to OVS programs and initiatives.- Approximately 10% travel is required.

Minimum Qualifications Bachelor's degree in Public Administration, Business Management, Information Technology, or a related field AND seven years of experience in public administration; providing services to victims of crime; or supervision of financial, administrative, training and outreach, or grantmaking activities, three of which must be at a managerial level.Substitutions:- Four years of experience or an Associate's degree and two years of specialized experience as outlined above may substitute for a Bachelor's degree;- A JD or Master's degree may substitute for one year of specialized experience; or- A PhD may substitute for two years of specialized experience.
