Open to candidates who are permanent in the civil service title of Health Services Manager or the comparable titles of Administrative Community Relations Specialist and Administrative Director of Social Services.


The New York City Department of Health and Mental Hygiene (DOHMH) is expanding home visiting in NYC and streamlining how providers, organizations, and community residents can access quality home-visiting services. The goal is to improve maternal and child health and well-being by matching families' assessed risks to evidence-based (EB) or evidence-generating (EG) home visiting (HV) models that are most appropriate for them. DOHMH's New Family Home Visits (NFHV) program will serve families from pregnancy through the postpartum period. The NFHV builds on the success of the Newborn Home Visiting Program established in 2004 and supports a call to action by the Mayor's office Taskforce on Racial Inclusion & Equity(TRIE); these are neighborhoods and communities burdened by adverse maternal and child health outcomes.


Under the direction of the NHVP Deputy Director, with latitude for independent judgment and decision making, the NFHV Borough Manager will:



  • Manage the daily operations/activities of the assigned NHVP sites within the NFHV Initiative, supervise team supervisors, and collaborate with administrative, nursing, lactation and social worker staff to ensure performance milestones are met.
  • Collaborate with all NHVP sites to develop and oversee the implementation of Newborn Home Visiting Program using equity-based protocols and guidelines.
  • Develop and modify program goals, policies and procedures, plan strategically for program changes as needed, develop & implement protocols to assure quality and confidentiality of client information.
  • Conduct Quality Assurance (QA) client visits and case reviews with staff to ensure compliance to program protocols.
  • Collaborate with Program's Training and Research and Evaluation teams to design, develop and facilitate trainings for assigned staff.
  • Support the maintenance of relationships with key stakeholders and community-based partners.
  • Assist with expansion efforts which include recruitment of personnel for NFHV.
  • Represent the Program during activities with internal and external stakeholders.
  • Review, provide and utilize data to assess staff and programmatic performance.
  • Assist with the management and creation of spending plan for personnel and OTPS budgets.

LICENSE REQUIREMENTS:
A motor Vehicle Driver's license valid in the State of New York may be required for certain assignments. If required, this license must be maintained for the duration of employment.

Minimum Qualifications


1. A baccalaureate degree from an accredited college and five years of full-time professional satisfactory experience acquired within the last fifteen years, in a health services setting such as a laboratory, hospital, or other patient care facility, or in a public health, environmental health, or mental hygiene program, at least 18 months of which must have been in a managerial capacity, consisting of managerial experience clearly demonstrating the ability to perform difficult and responsible managerial work, requiring independent decision-making concerning program management, planning, allocation of resources, and the scheduling and assignment of work.


2. Education and/or experience equivalent to "1" above. Education may be substituted for experience on the basis that each 30 graduate semester credits from an accredited college in hospital administration, public health, public administration, business administration, management or administration can be substituted for one year of non-managerial experience up to a maximum of 60 semester credits for two years. However, all candidates must have a minimum of a baccalaureate degree and 18 months of managerial experience as described in "1" above.
