Scope of Work for Project Manager – Distribution Center Relocation
Project Management Support for Access to Medicines Program

Project Overview and Objective: Catholic Medical Mission Board (CMMB) seeks qualified project management professionals or firms to provide part-time, contract-based support for the relocation of its Access to Medicines warehouse operations.
The selected contractor will plan, coordinate, and oversee all phases of the relocation of CMMB’s medical donation warehouse from New York City to a new facility, ensuring compliance, operational continuity, and the integrity of all inventory and supply chain activities.
The project goal is to successfully transition current distribution operations to the new location while maintaining safety, compliance, and efficiency.
Background: Catholic Medical Mission Board: CMMB provides long-term medical and development aid to communities affected by poverty and unequal access to healthcare. Focusing on women’s and children’s health, we deliver sustainable health services in Haiti, Kenya, Peru, South Sudan and Zambia. For over a century, we have worked to strengthen and support communities through healthcare programs and initiatives, the placement of volunteers, and the distribution of medicines and medical supplies. Over the last 10 years, CMMB’s Access to Medicines Program has distributed more than $5 billion worth of medicines and medical supplies to 83 countries across the globe.
Deliverables:
Project Planning & Execution
· Develop a comprehensive project plan, timeline, and budget for the warehouse relocation.
· Coordinate all phases of the relocation, including inventory assessment, packing, transport, build-out, and setup at the new location.
· Work cross-functionally with operations, facilities, compliance, IT, supply chain, and finance teams.
· Create contingency and risk management plans to address possible delays, equipment failures, or logistical setbacks.
Logistics & Operations
· Oversee the physical transfer of medical donations and products, ensuring safe and compliant handling of all items, including temperature-sensitive and high-value inventory.
· Manage vendor relationships including movers, logistics partners, warehousing contractors, and equipment providers.
· Ensure minimal disruption to daily operations and existing donation distribution channels.
Compliance & Quality
· Ensure the move complies with all regulatory, safety, and industry standards—if applicable – including FDA, OSHA, state regulations and warehouse safety guidelines.
· Coordinate audits and inspections as required during and after the relocation process.
Stakeholder Communication
· Serve as the primary point of contact for internal and external stakeholders throughout the project.
· Provide regular updates to leadership on progress, risks, and issues.
· Lead post-move evaluation and process optimization efforts.
Time Period and Milestones:
November 2025
· Confirm project scope and success metrics.
· Kick-off meetings with stakeholders; assess current NY warehouse operations and inventory.
· Draft budget assumptions.
· Complete lease negotiations; confirm sprinkler needs regulations.
· Work with PCC to outline staffing transition needs.
· Draft donor/donee and partner communication.
· Develop detailed project timeline and budget.
December 2025
· Finalize contracts with movers, and logistics providers.
· Conduct site assessment and build-out specifications – racking updates.
· Approve final floorplans, IT/network specs; initiate regulatory submissions.
· Begin recruitment for key new staff roles.
January 2026
· Begin facility build-out (racking, cold chain, security, IT, HighJump/warehouse management system).
· Continue state regulatory filings; monitor approval status.
· Conduct mid-point inventory audit and ongoing recruitment.
February 2026
· Install and test tech infrastructure.
· Conduct mock compliance inspection; refine risk contingencies.
· Develop staff training plan; confirm move sequence and donor/donee communication.
March 2026
· Finalize staff onboarding and training.
· Complete inventory reconciliation; confirm regulatory approvals.
· Final donor/donee move notifications.
April 2026
· Begin phased packing, transportation, and installation at the new facility.
· Test operations; conduct final safety and compliance inspections.
· Resolve system issues; verify operational readiness.
· Update address from LIC to 1212 or MD.
May 2026
· Officially launch operations at new facility; monitor and address any disruptions.
· Conduct post-move inventory audit; provide final relocation report and lessons learned.
· Begin process optimization for sustained success.
June 2026 (Optional Extension)
· Finalize SOP refinements; complete any remaining compliance audits.
· Conduct staff and donor/donee feedback assessments (30, 60, 90-day intervals); transition to steady-state operations.
Payment & Additional Details
· This role may require up to 30-40% travel during peak moving periods.
· Contract duration: 8 to 12 months, with possible extension based on project needs.
· Engagement Type: Independent contractor or project management firm.

2. Detailed proposal describing approach, methodology, and key milestones.
3. Budget proposal, including hourly or monthly rates, and estimated travel costs.
4. Company or consultant profile highlighting experience with logistics, relocation, or facility transitions – particularly within regulated or nonprofit environments.
5. Three professional references for similar past work.
