The Bureau of Children, Youth, Families, and Developmental Disabilities (CYF-DD) within the Division of Mental Hygiene is responsible for the planning, funding and oversight of much of New York City's comprehensive network of child and adolescent community mental health services, as well as services for individuals with intellectual and/or developmental disabilities. CYF-DD relies on research and surveillance to guide its decisions around policy development, service planning, implementation and evaluation and incorporates a health equity lens into its work. CYF-DD oversees a portfolio of over 100 programs and supports a family-driven, individualized and strength-based approach to care.
The Office of Programs oversees the management of contracts providing mental health services to children, youth, and families and monitors programs through data analysis , site visits and provides technical assistance to providers to improve program quality. The portfolio under the Office of Programs includes the Crisis Response Unit, Non-Medicaid Care Coordination, Court-Involved Youth, School Response Teams and Adolescent Skill Centers. The Office collaborates across Bureaus within the Division of Mental Hygiene to complete the timely submission of contracts, payments and contractor performance evaluations.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
- Manage program data collection and data reporting, collaborating with Sr. Director for Programs and working with program consultant staff and the Office of Research and Evaluation (ORE)
- Oversee organization and centralized management of program data collection within Programs Office
- Manage system for submission of provider data to the ORE
- Support data utilization plans for internal and external program planning and awareness
- Support implementation of office-wide or department-wide projects and assignments, initiatives, such as drafting data reports, presentations or other related activities
- Assess data systems for consistency in similar functions; work with director and colleagues to develop solutions that support consistency of data reporting submission for contracted providers
- Understanding of data and analysis to support collaboration with ORE in the completion of data reports
- Oversee program compliance implementation and ensure consistency in collection of data. Participate in the implementation of efforts to use data-driven approaches to improve program management and engagement with contracted provider
- Under direction and with wide latitude for independent initiative and judgment lead efforts to ensure quality controls are in place and are being followed by contracted providers. This includes program monitoring audits, that ensure compliance with policies and procedures
- Maintain Programs Office Guidelines and compliance materials, rubrics for performance indicators, and related documentation, updating as needed
- Support development and/or revision of performance indicators to assess program performance and the development of informative dashboards
- Review data and prepare reports for internal use in collaboration with program consultants, identifying trends, discrepancies, and areas for improvement
- Explore options for AI integration in compliance and/or performance activities
- Oversee the performance tracking and internally and externally ensuring compliance with and frequency of data submission and reporting
- Support preparation of materials (reports, summaries, presentations) for internal and external stakeholders
- Assist in preparing executive-level presentations and reports on program performance and process improvement initiatives
- Participate in relevant Divisional and Departmental workgroups, as necessary
- Other duties as assigned
- Experience with and understanding of funded or contracted programs

- Experience reviewing data for completeness and accuracy
- Experience conducting simple data analysis
- Experience writing program and/or data summaries
- Proficient in Microsoft Office Suite
- Ability to perform working across departments, units and with multiple team members
- Ability to prioritize work, meet deadlines and produce quality results with attention to detail
- Strong project management skills with experience in managing and supervising projects
- Strong interpersonal and presentation skills

Minimum Qualifications
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
