Duties Description Under the general supervision of the Park Operations Manager 1, M-1, the Park Manager 2 will supervise lower-level permanent and seasonal staff to ensure timely completion of assignments by subordinate staff and in their absence, perform tasks as required to ensure continued function of work unit, special projects and special event coordination.- Supervise and direct permanent and seasonal staff in facility operations, maintenance, programming and park administration.- Plan, assign, and assist with the creation and completion of projects, and performing various health and safety, security, maintenance, and operational duties. Regulates the use of park by scheduling areas and facilities to be open based on anticipated demand, special group requests and facility capacity and conditions. This includes Special Use Permit management for large events.- Develop and approve park staffing plans and staff schedules.- Oversee the operation and maintenance of the park, ensuring facilities and grounds are maintained to the highest standards.- Develop performance programs for employees.- Conduct periodic permanent and seasonal staff performance reviews.- Recommend and participate in discipline and counseling of permanent staff as necessary.- Coordinate, approve and/or conduct appropriate training programs for staff.- Provide supervisors with reports on spending for seasonal staffing, maintenance, supplies, materials, and special projects. - Identify Capital facility needs and works with the region and district on prioritization and implantation.- Evaluate park operations and programs to achieve improvements in efficiency.- Coordinate with park maintenance staff, engineering and contractors to oversee improvement projects.- Work closely with park staff, concession management, police, fire and ambulance services to ensure effective responses to emergencies.- Oversee compliance with all policies, procedures and reporting including personnel, revenue, payroll, purchasing, hiring and audit programs.- Review and respond to patron questions, compliments, and complaints. Ensure that park rules and regulations are followed by staff and patrons.

Minimum Qualifications NY HELPS or 55-b/c Qualifications:This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:Either A. seven years of experience working in a park, recreational facility, or campus* including two years of managerial experience; Or B. a bachelor's or higher level degree in environmental education, environmental management, environmental policy, environmental sustainability, forestry, golf course management, historic preservation, horticulture, natural resources management, park administration, park management or recreation management AND three years of experience working within a park, recreational facility, or campus* including two years of managerial experience. *For the purposes of this examination, a park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic facilities, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming. You must clearly list this information on your application. Managerial experience is defined as directing or administering at least three of the following functional areas within a park, recreational facility, or campus: administration (business, personnel, finance); environmental education/interpretation; maintenance; planning; programming; or public relations/visitor services. Your application must clearly describe your managerial experience in three functional areas.If verifiable, we will accept and prorate appropriate part-time and volunteer experience.For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.55-b/c Information:Current permanent non-competitive state employees certified eligible for the 55-b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55-b/c of the Civil Service Law will also be considered. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.Eligible List Qualifications:Currently reachable on the Park Manager 2 eligible lists.Reassignment Qualifications:You must be a current New York State Office of Parks, Recreation and Historic Preservation (OPRHP) employee with one year of permanent, competitive, or 55-b/55-c service as a Park Manager 2, SG-21.52.6 Transfer Qualifications:One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer.For transfers, a list of approved titles is available through Civil Service GOT-IT at appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024, and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective 6/12/25 or later will be addressed with a subsequent cover-in.
