Org. Setting and ReportingThis position is located in the Advisory Board on Compensation Claims (ABCC) and United Nations Claims Board (UNCB) Secretariat Section of the Financial Risk Management Service, in the Finance Division of the Office of Programme Planning, Finance and Budget (OPPFB) in the Department of Management Strategy, Policy and Compliance (DMSPC). The Section is mainly tasked with supporting the ABCC and UNCB Secretariat with the adjudication of individual claims for compensation submitted under the Appendix “D” to the Staff Rules and the Administrative Instruction ST/AI/149/Rev.4. The Administrative Officer reports to the Finance Officer/ Secretary of the Advisory Board on Compensation Claims (ABCC), P-4. The Administrative Officer will focus on ensuring the appropriate triaging of claims submitted under the provisions of Appendix “D” to the Staff Rules and will support the presentation of cases to the Advisory Board on Compensation Claims and the United Nations Claims Board. ResponsibilitiesWithin delegated authority, the Administrative Officer will be responsible for the following duties: • Takes the lead with respect to the preparation and implementation of the work programme, ensuring that financial resources are utilized to settle approved claims with respect to death, injury, disability and loss of personal effects. • Monitors and reviews the work programme and budget estimates including expenditures in Umoja for all ABCC compensation claims, including maintaining funding for the Unit, setting up allotments and creating fund commitments under project structure for ABCC. • Defines requirements and work with systems units with respect to improving reporting systems to facilitate accurate reporting related to claims; ensures adequate documentation of cases. • Develops procedures and implements same to ensure claims processes are streamlined and response times are improved and that accounting and financial management controls are consistent with UN policy and practice; contributes to updates of the regulatory framework governing the administration of compensation claims. • Supervises and provides guidance on financial administration and management information issues and practices to colleagues. • Provides guidance and leadership to more junior staff. General Administration • Sets up meetings of Advisory Board on Compensation Claims and the United Nations Claims Board, builds case files for meetings of the ABCC and UNCB and documents results of consideration of claims. • Considers other compensation claims and ensures payments are authorized in accordance with the Administrative Instruction that governs compensation for loss or damage to personal effects attributable to service. • Oversees work related to billing and receipt of income from other United Nations system organizations participating in the programme. • Oversees the processing of approved compensation payments and the identification of office technology needs and software and systems, coordinating enhancements relating to the administration of claims as necessary. • Collects and analyses data to identify trends or patterns and provides relevant actuarial and statistical information and analyzes results through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting with respect to death, injury, disability and loss of personal effects claims and benefits compensated; and calculates benefits and coordinates payment of compensation. • Performs project and change management assignments, including training, in collaboration with key stakeholders. • Performs other related work as required. EducationAdvanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationCertification in Project Management such as PRINCE2 or PMP is desirable. Work ExperienceA minimum of five years of progressively responsible experience in administration, finance, accounting, human resources management, law or related field is required. Experience in preparing concise briefing notes and presenting on complex and sensitive matters to senior management or executive boards is required. Experience in analysing and interpreting complex cases (such as related to personnel, insurance, etc.) and applying professional judgement to provide advice based on applicable policies is required. Experience in interpreting and applying UN or any similar large scale international organization's staff entitlements relating to death, injury, disability and loss of personnel effects is desirable. Experience with project management is desirable. Experience in the UN system or comparable international organization is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required.
