About the Role

The New York State Department of Health (DOH) seeks an Expert-level Software Manager to oversee the CDESS (Communicable Disease Electronic Surveillance System) and related HL7 and case notification projects. This role will guide a team of developers and ensure timely delivery of HL7 interfaces, case surveillance modules, and related enhancements.

You’ll play a hands-on leadership role—managing project scope, mentoring team members, and contributing to Java EE development for vector surveillance (mosquito, mammal, tick), COVID-19, and Hepatitis modules.

What You’ll Do

• Oversee all CDESS HL7 and case notification projects .
• Manage and mentor programmers within the project team.
• Develop in Java EE technologies to support surveillance systems and disease modules.
• Participate in system design and requirements workshops; translate business needs into rules, use cases, and UI mockups.
• Perform unit and regression testing .
• Write and maintain technical documentation .
• Define data migration rules and perform migration activities.

Must-Have Qualifications

• 84+ months working with HL7 messages .
• 84+ months designing, developing, testing, and deploying HL7 interfaces in Rhapsody .
• 84+ months implementing Hapi API for Java (creating HL7 messages and segments).
• 84+ months with relational databases and strong SQL skills.
• 84+ months of Java SE, JDBC, Java Servlets, JavaScript , and Spring/myBatis framework experience.
• 84+ months working with web services and WebLogic application servers.
• 84+ months providing system design and project oversight .
• Bachelor’s degree in Computer Science, Information Systems, or related discipline.

Nice-to-Haves

• Experience with public health surveillance or state government health systems .
• Prior experience supporting NYS DOH or similar public-sector agencies.
• Familiarity with HL7 FHIR standards and modern API-based integration.
